Duties
The Senior Technical Leader GOES-R & GeoXO Program
- Works to meet multiple launch dates of a constellation of 10 satellites that collect essential weather, environmental, and climate data for the U.S. and international users around the globe.
- Makes key architectural and technical design decisions for GOES-R/GeoXO constellation observational data and operational systems, which are critical to the NOAA National Weather Service's ability to deliver life-saving and property-saving forecasts and warnings.
- Provides technical expertise and is the senior engineering authority leading the Program level and joint NASA/NOAA Agency systems engineers and engineering activities to enable the successful design, development, verification, launch, and operation of numerous satellites within the Program portfolio with multiple Observatories, and extensive ground infrastructures with complex data product processing systems and extensive global user distribution requirements.
- Responsible for the technical manifestation of the mission continuity of observations from the 45+ year NASA/NOAA joint partnership development of geostationary constellation satellites. The incumbent advises the NOAA System Program Director on program decisions; interfaces with the NOAA systems engineering and operations organizations to accomplish program objectives; and presents program technical information to senior NASA and NOAA leadership.
- Interfaces with representatives of the world-wide meteorological satellite community to influence the acquisition and development plans of European, Japanese, and North and South American partners.
- Serves as an expert in the development and insertion of advanced technology, defining operational requirements, and leading the systems engineering effort to ensure that the GOES-R/GeoXO systems/subsystems are designed, built, integrated, tested, verified, and operated in the most effective way possible, considering cost, schedule, scientific and engineering performance and risk. The incumbent represents the Program technically to international partners in different forums including international conferences/colloquia and, technical interchange meetings, partnering discussions and international partner negotiations.
- Establishes and maintains coordination of interfaces between the Program's scientific global community, prime contractors, international partners, industrial partners, Agency advisory bodies, review teams, the GOES-R/GeoXO Flight and Ground Project Mission Systems Engineers, discipline engineering organizations and support contractors.
- Oversees and performs the day-to-day and end-to-end operations of the GOES-R/GeoXO technical and engineering teams and evaluates and directs issue resolution for the span of the entire mission development life cycle. The incumbent organizes and coordinates international and national program reviews, peer reviews, and working groups with prime contractors as well as international partners providing status of technical issues and program direction.
- Interfaces with the GOES Program Manager, the Director of Engineering and Technology Directorate (ETD), ETD divisions, the Director of FPD, NOAA, NASA Headquarters, other NASA Centers, and other agencies on this assignment. The incumbent speaks to all technical aspects of the program and is called upon to present at national review panels initiated by Congress. The incumbent serves as a GSFC and NASA resource for knowledge capture and mentoring and serves as a resource to not only GSFC, NASA, and NOAA, but to the Nation and international partners on the program and therefore should be nationally and internationally renowned.

Education
