Duties
- Duties described below are at the highest grade advertised. Duties assigned at lower grade levels will be of more limited scope, performed with less independence and limited complexity; duties will be commensurate with the grade of selected employee.
- As the Onboarding Program Manager, support the OCHCO Onboarding Community by facilitating knowledge sharing, analyzing areas of the process to find commonalities, and proposing standardization in consideration of center unique needs.
- Provide recommendations, guidance, advice and counsel to stakeholders on various topics including New Hire surveys, onboarding workflows in USA Staffing and Service Now HRSD, and standardization/automation efforts.
- Evaluate and institute enterprise solutions to enhance efficiency.
- As Talent Marketplace Program manager, provide functional direction and guidance to support future development, automation and data requirements.
- Provide technical expertise for various agency initiatives, e.g., competency-based hiring, specific hiring initiatives (cyber, AI, Tech to Gov), updates to the classification process/standard PDs, and efforts to ensure OPM requirements are met.
- Provide policy advice, assistance, and interpretive guidance on complex issues to Agency leadership, staff, and center human capital community. Collaborate to influence and impact Agency policy and share best practices.

Qualifications
To qualify for GS-13, you must have one year of directly related specialized experience equivalent to the GS-12 level:
- Providing advice and guidance by applying laws, regulations, agency policy and best practices in onboarding, internal merit promotion, staffing, or classification
- Researching and analyzing human resources issues in onboarding, talent marketplace, or talent acquisition and making recommendations for resolution
- Partnering with customers or other functional areas to analyze trends or information to drive human capital decisions
- Applying technical knowledge to research and provide input for human capital guidance.
To qualify for GS-14, you must have one year of directly related specialized experience equivalent to the GS-13 level:
- Providing technical expertise in applying laws, regulations, agency policy and best practices in at least two of the following HR functional areas: onboarding, internal merit promotion, staffing, or classification
- Developing human capital strategies and proposing human capital solutions for onboarding, talent marketplace or talent acquisition challenges in a collaborative environment
- Presenting recommendations to management and promoting cooperation among partner and stakeholder groups
- Applying technical knowledge to research, write, or edit human capital guidance or policy.

You must meet applicable time-in-grade requirements to be considered eligible for this position. To be eligible, you must have completed a minimum of 52 weeks in a position no more than 1 grade lower than the advertised position. (Please submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. If your eligibility for both merit promotion and/or time-in-grade cannot be determined, your application will be rated ineligible.)
Note: Time-in-grade requirements also apply to applicants who have held a non-temporary, competitive service GS position in the past year.
