Job description
Duties
- Oversee and manage budget operations/resource planning during budget formulation and execution for an operation with multiple major subordinate components, each with diverse, multi-year, substantive programs.
- Develop and evaluate objectives, plans, schedules, risk, and resources compatibility with overall program/project goals.
- Provide data management and analysis for evaluating resource trends and assessing future needs.
- Convert technical objectives into budget/management terms; evaluate proposals and assess resource requirements regarding scope of work.
- Direct execution of the operating budget, including establishment of necessary controls; approve expenditures; oversee status of funds review to avoid Anti-Deficiency Act violations; and provide management information for decision-making.
- Review plans, specifications, and cost estimates for technical adequacy. Direct necessary changes, resolve controversial problems, ensure conformance to plans and specifications.
- Direct, review and assess long-range mission planning of projects to anticipate impacts on resources; integrate program schedule requirements, risk, and resource directives.

Qualifications
To qualify for GS-15, you must have one year of directly related specialized experience equivalent to the GS-14 level:
- Overseeing and managing the operations of a significant project, including budget formulation and execution as well as mastery of the practices and regulations for budgeting and scheduling;
- Evaluating objectives, plans, schedules, cost estimates, or resources and assessing the technical progress of projects against established schedules/resources to support a major spaceflight element or equivalent;
- Procuring parts, materials, hardware, equipment, or services according to funding rules, regulations, relationships, and processes used by the Federal government.
