Duties

The Chief Safety Officer Human Landing System Program is responsible for:

  • Serving as Level II technical authority per the Agency Governance Model to represent the NASA OSMA (Office of Safety and Mission Assurance) at HLS (Human Landing System) program-level boards, panels, and milestone reviews.
  • Providing top-level program guidance on safety, reliability, maintainability, and quality assurance processes and activities for each program phase, including design, development, mission operations, and return.
  • Dispositioning of all changes, waivers, deviations, and exceptions to OSMA (Office of Safety and Mission Assurance) -owned requirements applicable to the HLS (Human Landing System) Program. Provides input and recommendations on all unique SMA (Safety and Mission Assurance) technical standards for the HLS (Human Landing System) Program.
  • Formulating the recommended OSMA (Office of Safety and Mission Assurance) position on significant technical issues across the program and/or issues of high risk and is often called upon to lead resolution activities that require integration of multiple technical disciplines and organizations across and outside the Agency.
  • Evaluating, approving, or recommending the feasibility or modification of systems, ideas, and devices. Demonstrates a far-reaching effect on the technical work and program success of HLS (Human Landing System) engineering activities from an SMA (Safety and Mission Assurance) perspective.
  • Assuring technical integrity of all associated products and services. This includes fostering and leading complex design trades and issue resolution activities that require the integration of multiple technical disciplines, multiple system architectures, and/or multiple organizations.
  • Reviewing systems development, operations, and science and utilization activities for any programmatic or technical areas that pose a risk to overall program success.
  • Providing leadership and judgment for risk assessments, waiver/deviation/exception acceptance, unexplained anomaly planning, use-as-is dispositions, and other examples where high safety, technical, or program risk is involved.
  • Providing authoritative project decisions, programmatic advice, and consultation to the SMA (Safety and Mission Assurance) Directorate on variables and unknowns affecting planning, coordination, and critical aerospace engineering problems with respect to safety, costs, and project performance.
  • Monitoring and directing the design, development, and production of flight systems and ensures the compatibility of all systems and subsystems.
  • Leading and participating in trade studies and special assessments to identify risks with various architectural and operational concepts.
  • Ensuring a safe and healthful working environment for all employees, ensuring employees are provided adequate training and instructions on safety issues, and ensuring that safety is a top priority in facility management and operations.
  • Fostering and continually driving a culture of engagement, diversity, inclusiveness, excellence, and innovation within and outside of the organization and NASA.   • The individual selected will be required to file an 'Executive Branch Personnel Financial Disclosure Report' (OGE-278) in accordance with the Ethics in Government Act of 1978.
  • Successful completion of a background investigation commensurate with the risk and sensitivity level of the position.

Qualifications

Candidates must be a recognized subject matter expert with at least 1 year of directly related experience equivalent to the GS-15 level in technical responsibilities for the design, development, test, evaluation, and operations of human-rated launch vehicles. Candidate must also have experience in technical collaboration, partnering, and effective teamwork to promote innovation in balancing safety critical requirements with stakeholder and program affordability objectives without creating unacceptable increase in risk or compromise to safety.

Education

A bachelor's degree from an accredited college or university with major study in engineering, physical science, mathematics, life sciences, computer science, or other field of science.

Additional information

The selectee receives a temporary promotion and serves for a period of 3 to 5 years. Upon conclusion of the temporary promotion, the selectee will then return to an appropriate position at a grade level no lower than the grade previously held. This temporary promotion may be converted to a permanent appointment without further competition. This temporary promotion may be terminated at any time.

Must be able to obtain and maintain a Top Secret security clearance.
