Northrop Grumman Mission Systems has an opening for a Manager, Subcontracts Administration 2 to join our team of qualified, diverse individuals. This position is eligible to be either hybrid out of the Sunnyvale, CA facility or remote.

** This role provides an opportunity to lead and manage a team of 3-5 subcontract specialists who are responsible for the essential functions listed below. **

Essential Functions of the team:

·         All phases of the Subcontract from initiation of the business case for make or buy decisions, market research, single/sole source determinations, request for proposals, commercial item determinations, source selection decision, proposal evaluations, negotiation strategy, awarding subcontracts, and execution of technical, cost and performance requirements.

·         Coordinates and collaborates with key partners such as contracts, engineering, quality, supplier development, planning, operations, program and end-users.

·         Manages preparation of bid packages, supports bidders’ conferences, analyzes and evaluates proposals, negotiates subcontract provisions, selects or recommends subcontractors, writes awards, and administers resulting subcontracts.

·         In conjunction with quality organization, evaluates and monitors supplier quality and reliability, as well as supplier ability to support required delivery schedules.

·         Identifies strategies and opportunities to reduce cost, improve efficiency and manage risk through strategic and targeted negotiations.

·         Manages performance of the portfolio, ensures compliance with all public law requirements as well as company (and business) policies and procedures including import/export regulations.

·         Employs sound business practices and assesses supplier performance as part of follow-up activities.

·         Manages and develops strategic/key suppliers.

The ideal candidate will have excellent communication skills, be self-motivated and collaborate well in a team environment across all levels. This position is fast-paced, with high expectations and significantly diverse assignments.

Basic Qualifications:

·         Bachelor’s Degree with at least 9+ years’ experience, or a master’s degree with at least 7+ years’ experience in any of the following: Subcontracts Management, Procurement, Contracts Management or related experience. Will consider 4+ years additional experience in lieu of a bachelor's degree.

·         Leadership experience – Manager or Team Lead experience of 3+ years.

·         Experience with FAR and DFARS and/or similar environments supporting programs that range from research & development to full rate production.

·         Experience with SAP or related purchasing software, in addition to Excel, PowerPoint, & MS Project

- Experience with International Procurements/Subcontracts

- Extensive Compliance background and experience

Preferred Qualifications:

·         Master’s degree in Business, Supply Chain or MBA

·         Experience managing Subcontract Programs and/or a Subcontracts Team of 5+ people in support of major defense programs

·         Solid understanding of the Systems, Applications and Processes (SAP) procurement system, Supplier Scorecards and performance management, NG Principles and Operating Practices, and metric analysis

·         Strong Organization, Attention to detail and leadership characteristics

·         Significant experience conducting oral presentations to senior leadership

·         Negotiating skills with contract in excess of $50 million

·         Change Management experience

- International Procurement/Subcontracts experience

- Strong compliance background.

Salary Range: $125,500.00 - $207,100.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
