We’re on the hunt for a Data Manager as part of our Geointelligence Team at our Richmond, British Columbia office.

Our mission is to turn data into actionable insight and provide capabilities that populate the space between proven and possible. From detecting changes in fragile ecosystems to monitoring maritime environments, our near-real time data of Earth observation and Defence intelligence capabilities make our Geointelligence team a leader in geospatial imagery, ground stations, enterprise geospatial systems and defence programs.

As a member of the Quality team you will work with our programs such as Chorus Synthetic Aperture Radar (SAR) Satellite, Canadian Surface Combatant (CSC), Aeronautical Navigation products, Maritime Insights products, and Unmanned Aircraft Systems (UAS) services. You will work as part of a team developing new capabilities, enhancing existing capabilities and delivering (predominantly software intensive) solutions to our customers.

Role:

The Data Manager (DM) reports to the Director, Quality Assurance. The DM is responsible for providing direct support and guidance to business pursuits and projects within the context of relevant Requests for Proposal or contracts and our Quality Policy. The DM is a curator of information charged with establishing and maintaining the integrity of documents and records.

Responsibilities:

The Data Manager a) provides for local data stewardship, managing the data like the asset it is, b) defines and aligns local data structural requirements with enterprise policies, c) establishes and maintains data security and integrity, and d) provides for the effective retention and management of information lifecycle activities.

1. Data Governance and Stewardship

Enable an organization to manage its data as an asset. Define and implement policies, procedures, metrics, and tools for data management. Monitor and guide data usage and management activities in alignment with policy compliance.

  • Define and standardize use of data and content management repository(ies) and lifecycle management platforms in a manner reflecting current business needs and aligning with Corporate policies and procedures.
  • Identify and address gaps and misalignments with Corporate policies by engaging relevant stakeholders and partnering with key roles to realize a solution.
  • Establish standard and non-standard mechanisms of communication and information flows with interested parties including external entities (e.g. customers, subcontractors).
  • Establish and maintain metrics and periodically perform analysis turning data into actionable information.

2. Data Modeling, Design and Interoperability

Identify and align specific data and metadata needs of the business with the policy, procedures, metrics and tools available within the enterprise. Accommodate the near- and long-term data storage requirements of the business and leverage integration and interoperability opportunities. Represent and communicate the organizational data management needs.

  • Plan documentation and information management activities and locations in the context of contractual requirements and in collaboration with programmatic leadership of the supported pursuit/ project/ program.
  • Plan DM activities within a given pursuit/ project/ program context including authoring a Data Management Plan as required.
  • Contribute to other plans including Configuration Management (CM) Plans, Quality Plans, and Project Management Plans 

3. Data Integrity Management

Establish and maintain availability and business continuity of data repositories for the duration of the informational needs of the business including confidentiality and security of informational elements. Establish ‘fit for purpose’ quality attributes and ensure effectiveness of data quality controls. Achieve and maintain compliance with all relevant regulatory and contractual requirements. Seek improvements to extend data and information management efficiency and effectiveness.

  • Enact DM-related controls as defined within the corresponding Data Management Plan (as applicable) or per internal standard practices.
  • Support the conduct of internal and external audits as required.
  • Assure that suitable security controls are defined and applied for each document type and record type in a manner reflecting contractual requirements and internal practices.

4. Content Management and Decision Support

Plan, implement and control lifecycle activities of data and information regardless of form or medium; interface with relevant stakeholders accordingly. Establish and manage shared (master) data in a manner meeting organizational goals and reducing risk exposure to the business. Manage and maintain the enabling tools including providing related instruction to end users and other stakeholders. Establish, manage and report on metrics and key performance indicators (critical success factors).

  • Provide document retention/management tool administration services.
  • Coordinate and communicate directly with data management personnel of external parties, i.e. customers and/or vendors.
  • Receive, log and process Change Requests (ECP), Change Notices (ECN), Request for Deviation/Waivers (RFD/W), Non-Standard Part Application Requests (NSPAR)
  • Produces change statistics as requested and provide change activity reports as required
  • Strive to minimize change cycle time and ensure that decisions are made in a timely manner.

Requirements

  • A formal education in library and/or information studies is preferred. A diploma is acceptable with accompanying additional experience.
  • Having worked under a certified quality management system and/or within an environment with security clearance requirements is considered an asset.
  • Previous work with Agile PLM and/or FileHold systems is considered an asset.
  • Willing to pursue formal certification, e.g. CMII via IpX Institute.
  • Have at least 3 years experience working…
    • within defined configuration item hierarchies and established processes and
    • hands-on with the administration of a variety of documentation types and related records.
  • Considered organized, able to manage the intake of many parallel requests and then prioritize, act and communicate back to requestors in a timely manner.
  • Possess a healthy attention to detail with an eye to identifying inconsistencies with defined expectations.
  • Significant experience working within a team setting but having individual assignments with relevant accountabilities.
  • Able to prompt individuals in an insistent yet respectful manner.

The compensation range for this position is $50,000 - $72,000 annually. The specific compensation offered will be based on the qualifications and experience of the successful candidate.

Comments/Special Considerations:

Successful candidates must obtain and hold security clearance at the reliability status level, and pass security assessment for the Controlled Goods Program (CGP).
