Northrop Grumman’s Space sector is looking for a Manager Programs Level 2 to support the Tactical Space Systems Division M1 Advanced Programs organization/business unit.

The primary objective will be the leadership of a Program Integration Team for the Waimea program. In this role, you will lead a cross-functional organization aligned to common program performance goals across program integration, risk management, and resource management, in support of the full program life cycle from inception (proposal development) through startup, execution, and completion (contract closeout).  The primary responsibilities of this position are, but are not limited to:

  • Own and maintain the Waimea program risk management processes, inclusive of the following responsibilities:

    • Conduct thorough risk & opportunity management practices using continuous risk management.

    • Lead the Waimea system-level Risk and Opportunity Management Board (ROMB)

    • Attend and coordinate with lower-level program ROMBs, inclusive of at least Bus- and Payload-level ROMBs.

    • Present all risks and opportunities to the Program Management Office

    • Coordinate with Subject Matter Experts (SMEs), Integrated Product Team (IPT) Leads, Business Operations (BizOps), and Scheduling to detail plan approved ROMB-approved risk mitigation and opportunity realization steps, allocated from Management Reserve, using the Program Management Board (PMB) process.

    • Present risk status at all program reviews and customer engagements

    • Manage Waimea risks across the full program lifecycle.

  • Own and manage the Waimea Program Integration Team (PIT), with full responsibility over the following:

    • Engagement with configuration and data management (CM/DM) team to ensure all team have correct access to Windchill, folders, and files.

    • All program Onboarding processes, inclusive of program accesses, file/folder accesses, clearance submissions, badge swipe accesses, and program in-briefs.

    • Maintenance of the Waimea program calendars, both inside and outside, ensuring it is up to date with all recurring and one-off meetings.

    • Coordination with the program team and security / IS in order to ensure the program has the correct software installed on program machines.

    • Develop and support collaboration tools required for efficient and effective communication across all levels of the organization.

    • Establish & maintain the organization business rhythm - includes management reporting and information flow.  Improve operational systems and processes.

  • Own and manage the Waimea Program Resources, inclusive of the following responsibilities:

    • Workforce and resource planning, to include providing inputs to the division level.

    • Team member on-boarding and off-boarding

    • Facility and infrastructure planning and provisioning

    • Create, maintain, and execute operations processes in support of program execution.

    • Integrate, analyze, synthesize, and communicate task order performance data and metrics.

    • Lead and execute the development, implementation and enhancement of operating policies, processes and procedures that affect the organization's short- and long-range goals and strategies.

    • Plan and coordinate operations and special projects in multiple areas (e.g., short- to long-term planning, joint ventures, business development, internal communications, budgeting)

    • Diverse and varying responsibilities according to the organization's evolving and growing needs

    • Establishing a program organization that effectively addresses customer requirements and incorporates the necessary internal and external sub-organizations or sub-contractors.

    • Identifying, allocating and managing program resources, including workforce planning

  • Support to all proposal efforts, including:

    • Provide proposal inputs and review proposal content for both internal and external customers.

    • Estimation of labor and review of Basis of Estimate documents for proposals

  • Delivering presentations to executive management, and other program stakeholders

  • Adherence to all internal processes, policies, and applicable industry standards

To be successful in this role you should:

  • Demonstrated success leading ROMBs, owning risks or opportunities, and executing/managing mitigation strategies.

  • Outstanding written and verbal communication skills

  • Ability to adjust communication to audience (from manufacturing technician up through customer and executive management).

Basic Qualifications:

  • Bachelor’s Degree and 8 years, or Master’s and 6 years’ experience supporting U.S. Government contracts and customers. Experience may be considered in lieu of education and years’ experience requirements.

  • 3 years of experience as a Project Lead, PIT Manager, IPT Lead, Program Manager.

  • US Citizenship with active TS/SCI clearance required.

  • Demonstrated success leading the performance of tasks on schedule, at cost and achieving all requirements as either project lead, integrated program team or cost account manager.

  • Demonstrated success leading teams/and or organizations to achieve a common goal.

  • Demonstrated success leading teams to achieve deliverables on time and on cost.

Preferred Qualifications:

  • Experience in both Engineering & Project Management IPT roles.

  • Proposal Management and/or Business Development experience

  • Experience leading small or large teams.

  • Prior space domain experience.

  • Experience with Jira and/or Confluence.

  • Experience with Sharepoint.

  • Prior Northrop Grumman experience.

  • Business Acumen:  The ability to apply knowledge, insights and understanding of business and financial concepts, tools, and processes to the benefit of program decisions, actions, and performance.

  • Capture Management: Insight into customer technical and business (financial, political, cultural) requirements and the ability to shape customer expectations with a solution that satisfies their needs and is advantageous to the company.

  • Communications:  The ability to manage communications with stakeholders through organized processes to ensure that program information is defined, collected, shared, understood, stored, and retrieved in a manner that effectively meets program and stakeholder needs

  • Issue & Problem Resolution:  The ability to identify and address program impacts through a systematic, proactive, approach to issue and problem resolution that identifies, communicates, monitors, and promptly resolves conflicts across all levels of the program.

  • Logistics: The ability to manage the maintenance and support of delivered products including spares availability; product reliability, maintainability, and testability; support equipment; modeling and simulation; training systems; prognostics and health management; field and fleet support; and program support management.

  • Planning, Scheduling & Earned Value:  The ability to initiate, develop, integrate, execute, direct and control program plans and cost and schedule baselines that meet both program contractual requirements and stakeholder expectations.

  • Program Growth:  The ability to recognize and respond to customer needs in order to develop additional sales that support organizational objectives.

  • Program Integration:  The ability to identify, orchestrate, coordinate and controls the management activities and processes that integrate program interdependencies throughout their life cycle to achieve successful program completion.

  • Proposal Management: The ability to define proposal strategy, lead proposal teams, analyze and shape RFPs, produce and deliver winning proposals, effectively track and incorporate Review Team comments and findings, and manage post-proposal submittals (orals, finding responses)

  • Quality:  The ability to plan and execute a project quality management system to satisfy quality requirements and create a project value system which emphasizes prevention over inspection and continuous process improvement

  • Requirements:  The ability to define, document, analyze, trace, prioritize, and confirm requirements throughout the entire program life cycle

Salary Range: $131,200.00 - $227,900.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
