Duties
- Duties described below are at the highest grade advertised. Duties assigned at lower grade levels will be of more limited scope, performed with less independence and limited complexity; duties will be commensurate with the grade of selected employee.
- Provides consultation to management on employee relations procedures, practices, policies, and guidelines including when the issues involved are new, complex, highly controversial, or precedent setting.
- Advises and assists on policies, procedures, and problems concerning employee conduct, performance, and discipline; adverse actions against employees; and employee grievances.
- Researches employee and labor relations case law in order to answer questions and advise management on the most difficult and controversial cases.
- Serves as Langleyβs Labor Relations Program Manager, serving as primary point of contact for all union matters including leading the management team for negotiating collective bargaining unit agreements as Chief Negotiator.
- Provides advice to managers on a wide variety of labor/management matters such as grievances, appeals, and labor-management partnership.
- Participates in resolving complaints and grievances, explaining proposed changes in Center organization and policies, and in responding to questions brought by the union.
- Oversees the formulation and presentation of management's position to the union and for developing compromises and new approaches within the scope of matters authorized by the Federal Labor Relations Authority (FLRA) statutes.
- Serves as the technical expert on all labor relations matters including programs and policies. Provides advice, comments and recommendations on potential changes to Agency/Federal policy and regulations.

Qualifications
To qualify for GS-13, you must have one year of directly related specialized experience equivalent to the GS-12 level.
- Providing consultation and advisory services to management in employee or labor relations matters, e.g., performance, misconduct, adverse actions, agency and bargaining unit grievances, appeals, or negotiations with unions.
- Researching, interpreting and applying employee or labor relations case law, guidance, and regulations to issues, problems or situations;
- Gathering and analyzing information and preparing written communications, e.g., advisory opinions, case documents, decision letters, or union notifications.
To qualify for GS-14, you must have one year of directly related specialized experience equivalent to the GS-13 level:
- Providing technical expertise and consultation on matters related to labor and employee relations laws regulations,
policies, and practices; - Collaborating with management to resolve issues that impact employee-employer relations, e.g., processing grievances, recommending negotiated agreement changes;
- Applying statutory and regulatory guidance and laws in resolving unfair labor practice complaints, grievances, appeals, or other Federal labor relations cases, and maintaining effective relationships with labor organizations.
- Gathering and analyzing information and preparing written communications, e.g., advisory opinions, case documents, decision letters, or union notifications.

You must meet applicable time-in-grade requirements to be considered eligible for this position. To be eligible, you must have completed a minimum of 52 weeks in a position no more than 1 grade lower than the advertised position. (Please submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. If your eligibility for both merit promotion and/or time-in-grade cannot be determined, your application will be rated ineligible.
Note: Time-in-grade requirements also apply to applicants who have held a non-temporary, competitive service GS position in the past year.
