The Project Management Office and Quality (PMQ) Department is part of the functional matrix organization of the Agency and provides the standards, methodologies and tools for the implementation of all EUSPA operational programs and development activities. PMQ comprises teams with experts in classical Project Management Office (PMO) disciplines, Product and Quality Assurance knowledge areas as well as provides Cost Engineering expertise to both core tasks and tasks entrusted to the Agency.

The position requires permanent relocation to the Agency’s headquarters in the heart of Europe – Prague – a location with excellent connections to numerous major European cities. The capital of the Czech Republic, in the banks of the Vltava River, is famous for its cultural life, renowned musical life, historic buildings, magical bridges, and recognised museums and monuments.

TASKS AND RESPONSIBILITIES

The Agency is looking for a Cost Engineering Officer to join our Project Management Office and Quality Department.

The jobholder will have the following tasks and responsibilities:

  • Contribute to maintaining and developing the cost engineering policy, processes, database and tools in line with the applicable rules and best practices in the domain (e.g. ECSS, PSS forms, Anaplan solution);

  • Develop cost models for supporting the preparation of future procurements and establishing benchmarks;

  • Establish cost estimates, forecasting, impact assessments and cost-benefit analyses;

  • Liaise with the administrative and operational departments to ensure efficient coordination, implementation and maintenance of the Agency’s cost engineering processes and tools;

  • Contribute to tender preparations and evaluations, in particular defining financial requirements, selecting the appropriate cost engineering tools, providing relevant financial templates to the tenderers and assess the maturity and adequacy of financial proposals;

  • Prepare and provide training to EUSPA’s teams in relation to the cost engineering practices established by PMQ;

  • Contribute to formal reporting to the European Commission and Member States for cost aspects and as required by the Agency’s needs;

  • Liaise with other departments, notably in the area of Administration or Operations, to ensure the execution of related corporate tasks, such as planning, reporting, administration, financial & budget management, risk management;

  • Provide support to the Head of Department and/or other teams of the PMQ department as required.

The Cost Engineering Officer will report to the Head of Department or their assignee(s).

SELECTION CRITERIA

Professional experience and expertise

  1. Experience in and/or knowledge of cost engineering and/or cost analysis activities;

  2. Experience in complex projects involving multiple stakeholders, preferably in space, security and/or defence domain(s);

  3. Knowledge (by training or experience) of quality frameworks and standards (ECSS, ISO, ITIL), preferably holding project management certification;

  4. Experience in design and development of databases and Extract, Transform, Load (ETL) process and knowledge (by training or experience) of Anaplan solutions;

  5. Experience in report creation using Power BI or similar reporting tools, including advanced knowledge of Microsoft Excel;

  6. Experience in financial, procurement and contract management;

  7. Excellent command of both written and spoken English;
