Job description
Duties
- Advises on and resolves a range of operational and/or strategic Human Resources information systems (HRIS) issues which may range from recurring through complex and unprecedented.
- Applies knowledge of HR practices, laws, regulations, policies, and precedents; and, analytical methods to identify, evaluate, and recommend appropriate automated/systems-based HR solutions.
- Develops and delivesr requirements documentation, project plans on proposed system improvements/enhancements, status/staff reports, and correspondence to user groups or managers to foster understanding and acceptance of findings and recommendations.
- Researches and applies a range of qualitative and/or quantitative methods to identify, assess, analyze, and improve HRIS products.
- Leads and/or serves on team(s) as the subject matter specialist/representative or expert.

Qualifications
To qualify for GS-13, you must have one year of directly related specialized experience equivalent to the GS-12 level.
- Working with users to document and translate HR business practices into information systems requirements
- Maintaining and enhancing HR databases and their configuration and/or data integrations between HR information systems (HRIS)
- Collaborating with functional program stakeholders to implement changes to systems/modules as new HR regulations, policies, or processes/practices require modifications to local system(s).
