AOA Xinetics (AOX), a wholly owned Northrop Grumman Space Systems, Payload and Ground Systems Division, Mission Enabling Products business unit, is a leading supplier of complex electro-optic and photonic systems and subsystems that control and manipulate light waves for a variety of applications. We are seeking a dynamic Program Manager for our Special Programs Business Area located in East Hartford, CT.

Overview

Reporting to the Director of Special Programs, the Program Manager will lead AOX’s partnership with customers in commercial ventures, the U.S. Government, and U.S. defense prime and second-tier contractors. Our ideal candidate will possess exceptional technical expertise and collaborative interpersonal skills with the proven ability experience to work within a technically dynamic, high-growth, fast-paced and strategically important business unit for NG Space Systems.

Role and Responsibilities:

  • Will act as the Special Programs Lead PM and second to the Director of Special Programs, providing day to day leadership and guidance at the East Hartford location

  • Manage subordinate PMs as direct reports, providing formal coaching and mentoring

  • Direct program management duties on Special Programs

  • Coordinate and support PMs in creating material for internal reviews

  • Direct all phases of programs from inception through completion

  • Responsible for the cost, schedule and technical performance of company programs or subsystems of major programs

  • Coordinate the preparation of proposals, proposal work statements and specifications, operating budgets and financial terms/conditions of contract

  • Act as primary customer contact for program activities, leading program review sessions with customer to discuss cost, schedule, and technical performance

  • Establish design concepts, criteria and engineering efforts for product research, development, integration and test

  • Establish milestones, identify program risks and opportunities, and monitor adherence to master plans and schedules

  • Work with other PMs and Functional Managers to coordinate staffing across programs based on program priorities set by the Director of Special Programs 

  • Direct the work of employees assigned to the program from technical, manufacturing and administrative areas 

  • Control expenditures within project budget

 Basic Qualifications:

  • Bachelor’s Degree in a STEM discipline and 10 years program management or project/task management experience

  • Past management experience with diverse, multiyear programs that included studies, development, production, integration and test

  • Excellent interpersonal, communication and organizational skills

  • Experience writing/editing technical and management proposals

  • Experience writing Basis of Estimates (BOEs)

  • Experience conducting proposal reviews with upper management

  • Impeccable ethics in business conduct; ability to lead by example and foster ethical behavior at all times

  • Ability to establish a solid working relationship with technical staff, peers, and customers in the business area

  • Able to assimilate information from multiple sources, create coherent plans and then execute those plans

  • Ability to multi-task and prioritize tasks

  • Experience with Defense/Government contracts

  • Experience managing optical component development and production contracts

  • Active or recent TS/SCI clearance (within the past two years)

  • US Citizenship is required

Preferred Qualifications:

  • Master’s degree and/or PhD in a STEM discipline

  • Bachelor’s Degree in Physics with a concentration in Optics

  • 15 years experience in program or project/task management

  • Experience in optical systems integration and postproduction support

  • PMP certification

  • Active Top Secret security clearance

Salary Range: $187,000.00 - $280,600.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
