The Secured Communications Programme Management Department plans, implements, and reports on all the activities of the Agency linked to secured communications to comply with the tasks delegated to the Agency in the Contribution Agreement between the European Commission (EC) and EUSPA. The Department ensures the exploitation of the EU Space Programme components and the provision of users’ services as defined in the contribution agreement.

The place of employment for this post is Brussels (Belgium). 

WHAT YOU CAN EXPECT TO DO

We are looking for an enthusiastic and talented Secured Governmental Services Liaison Officer for the IRIS² Secure Satellite Constellation to join our dynamic team. The job holder will be the focal point for ensuring that secured communications governmental services meet the demanding requirements of public authorities and users. It includes work across all phases of the programme, from the early conception of the telecommunication infrastructure solutions to the operational phase. The Secured Governmental Services Liaison Officer will focus on the upcoming constellation IRIS², closely coordinating with the on-going GOVSATCOM Hub programme.

The job holder will be entrusted with the following main tasks and responsibilities:

  • Act as focal point in the IRIS² Integrated Project Team located in Brussels for ensuring that secured governmental services meet the needs of the Competent GOVSATCOM Authorities and the demanding requirements of public authorities and users;

  • Define the secure communications service requirements based on the Competent GOVSATCOM Authorities’ needs and on the use cases and user requirements developed by the relevant teams; ensure that the service requirements implement a customer centric perspective during all phases (before service start, during the provision of services, post-service support);

  • Propose approaches, evolutions and improvements for the implementation of such service requirements by the infrastructure development team on the ground and space segment;

  • Consolidate the services offered and ensure that they meet end-user requirements;

  • Ensure relevant and representative Competent GOVSATCOM Authorities’ use cases to validate the infrastructure performance and functionalities for its acceptance before deployment and operations;

  • Coordinate with relevant colleagues for the above activities across EUSPA and support activities concerning relevant procurements including contract management;

  • Liaise with other departments, notably in the area of Administration and Operations, to ensure the execution of related corporate tasks, such as planning, reporting, administration, financial & budget management, risk management.

Frequent travels are foreseen to the industrial sites and monthly trips to EUSPA premises in Prague are expected. 

WHAT WE ARE LOOKING FOR

  1. Experience in the delivery of secured governmental telecommunications services either working at a telecom operator or with a telecom service provider;

  2. Experience in operations of satellite telecommunications systems, including user segment is an asset;

  3. Experience in financial, procurement and contract management;

  4. Excellent command of both written and spoken English;
