Northrop Grumman Space Sector - Tactical Space Systems Division is seeking a Director of Programs in Dulles, VA to oversee a newly awarded program.

Key Responsibilities:

  • Program Management: Oversee end-to-end satellite development lifecycle, from design to deployment and operation. Directs all phases of programs from inception through completion. Responsible for the cost, schedule and technical performance of company programs or subsystems of major programs.

  • Budget Management: Develop budgets, monitor expenditures, and ensure programs meets financial and schedule commitments. Responsible for leveraging EVMS to baseline, monitor, control, and drive program execution.

  • Schedule Management: Establishes milestones and monitors adherence to master plans and schedules, identifies program problems and obtains solutions, such as allocation of resources or changing contractual specifications.

  • Team Oversight: Build and maintain a high performing and cohesive team. Manage multidisciplinary teams, including engineers, manufacturing, suppliers, and PMO personnel. Requires leader that is people and outcome focused.

  • Stakeholder Engagement: Collaborate with internal and external stakeholders to include senior leaders in NG and USG, payload providers, SETA contractors, and other personnel.

  • Risk Management: Identify and implement mitigation strategies to ensure program success.

  • Contracts Management: Participates in the negotiation of contract and contract changes. Coordinates the preparation of proposals, business plans, proposal work statements and specifications, operating budgets and financial terms/conditions of contract.

Basic Qualifications:

  • Active TS/SCI clearance

  • Bachelor’s degree in Engineering related discipline with 10 years of experience, OR Masters Degree with 8 years of experience.

  • 8+ Years of previous relevant experience working in DoD and IC market with particular focus on program execution.

  • Demonstrated leadership skills and experience – ability to collaborate across multiple functions and stakeholders.

  • Requires knowledge and experience with executing process standards focused on programs, business development, and risk management identification and mitigation.

  • Requires experience on delivering hardware programs from through all phases of the life cycle – requirements, design, development, manufacturing, assembly, integration, test, and fielding.

Preferred Qualifications:

  • Minimum five (5) years of experience leading program managers

  • Demonstrated knowledge and strategic vision of the DoD and IC market

  • MS in Engineering and/or MBA

  • Experience: Proven track record in managing complex space-related projects.

  • Spacecraft Build Experience: Experience with bus build to include major subsystems such as structure, power, thermal, attitude control, propulsion, communication, command and data handling, GNC, and payload support.

  • Business Acumen:  The ability to apply knowledge, insights and understanding of business and financial concepts, tools and processes to the benefit of program decisions, actions, and performance.

  • Communications:  The ability to manage communications with stakeholders through organized processes to ensure that program information is defined, collected, shared, understood, stored and retrieved in a manner that effectively meets program and stakeholder needs.

  • Issue & Problem Resolution:  The ability to identify and address program impacts through a systematic, proactive, approach to issue and problem resolution that identifies, communicates, monitors, and promptly resolves conflicts across all levels of the program.

  • Planning, Scheduling & Earned Value:  Knowledge and experience developing and using integrated master schedules and Earned Value techniques to monitor programs and guide corrective actions as required

Salary Range: $217,300.00 - $325,900.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
