Job description
Duties
- Advises on contract administration activities for specialized procurements. Coordinates incremental funding, redirection of effort, performance evaluations, time extensions, change orders, approval of progress payments, and final contractor payments.
- Oversees badging offices, provides customer service, and ensures the application of NASA policy. Approves requests for badges from both contractor and civil servant employees.
- Develops policies, procedures, standards, training, and methods for identifying and protecting information, personnel, property, facilities, or operations from unauthorized disclosure, misuse, theft, assault, vandalism, espionage, sabotage, or loss.
- Serves as liaison with Redstone Arsenal and other agencies regarding access and badging matters. Serves as MSFC's functional expert in these areas.
- Develops, implements, and maintains procedural and technical methods to enhance physical protection. Continuously assess procedures to recommend improvements and changes to enhance overall security.
- Safeguards information and material in the direct custody of the Agency or in the hands of other governments, private businesses (e.g., those having contacts with the Government), educational institutions, or other organizations.
- Uses qualitative and quantitative techniques to identify, evaluate, and recommend management actions for resolving issues. Develops and prepares briefings and status reports that foster understanding and acceptance of findings and recommendations.

- Current Federal employees must meet qualifications, time in grade, and 90 days after competitive appointment requirements by the closing date of the announcement.

- Position subject to pre-employment security investigation.
- If selected, you must be able to meet the criteria for use of a firearm in accordance with the Federal Arrest Authority.
- If selected, you must be able to meet the standards and training qualifications in strict compliance with 14 CFR, Chapter V, Part 1203b.103 Security Programs Arrest Authority, and Use of Force by NASA Security Force personnel.
Qualifications
To qualify for GS-13, you must have one year of directly related specialized experience equivalent to the GS-12 level:
- Providing oversight of a physical security program (e.g., Visitor Management and Access) to secure facilities, personnel, classified information, or other sensitive materials/resources;
- Performing site security reviews to ensure facilities meet physical security requirements that detect, deter, or neutralize threats involving unauthorized disclosure, sabotage, or vandalism activities;
- Analyzing policies, processes, or operations to provide recommendations for enhancements, improvements, or modifications that may improve security posture.

This job does not have an education qualification requirement.
