Duties
- Duties described below are at the highest grade advertised. Duties assigned at lower grade levels will be of more limited scope, performed with less independence and limited complexity; duties will be commensurate with the grade of selected employee.
- Initiates investigations and risk-management studies to find solutions to critical problems in areas such as resources analysis, technical management systems, technical engineering operations management, or configurations management.
- Serves as the Civil Servant execution lead and sponsor for directorate risk management, including implementation of the directorate processes and oversight of the management of the directorate risks.
- Provides directorate-wide leadership on requirements management, including review of Agency, Center, and Directorate requirements, traceability, application, deviations and waivers.
- Strategic understanding of requirements, how they are applied and flowed to organizations and projects, with a goal of increasing value and reducing burden. Provides interpretation of policy and execution of technical standard.
- Provides oversight of the knowledge management and lessons learned activities within the Directorate in alignment with Center activities. (Including Configuration Management and Document Management).
- Provides process oversight for Flight Projects Partnerships and Agreements Management. Serves as an interface between stakeholders within projects, Center, and Headquarters partnerships and agreements management processes.
- Provides leadership on designated institutional and business management directorate operations.
- Leads Travel Approval for Flight Projects including Foreign Travel requests. Interfaces with the Goddard Travel Office to ensure processing and approvals are conducted in accordance with Center and NASA policy.
- Serves as Directorate Representative, Liaison, and or Primary Point of Contact for Center-level committees and working groups.

- Current Federal employees must meet qualifications, time in grade, and 90 days after competitive appointment requirements by the closing date of the announcement.

Qualifications
To qualify for GS-14, you must have one year of directly related specialized experience equivalent to the GS-13 level:
- Supporting the directorate with administrative or programmatic functions for project/program initiatives;
- Supporting the assessment of administrative or operational aspects of initiatives and services to resolve conflicts, recommend areas of collaboration, or implement changes;
- Coordinating administrative staff activities or managing office functions.
To qualify for GS-15, you must have one year of directly related specialized experience equivalent to the GS-14 level:
- Leading administrative or programmatic functions to support project/program initiatives;
- Providing oversight in the assessment of administrative or operational aspects of initiatives and services to resolve conflicts, recommend areas of collaboration, or implement changes;
- Coordinating administrative staff activities or managing office functions.
Education
This job does not have an education qualification requirement.

If you are are a current federal employee, you must meet applicable time-in-grade requirements to be considered eligible for this position. To be eligible, you must have completed a minimum of 52 weeks in a position no more than 1 grade lower than the advertised position. If your eligibility for both merit promotion and/or time-in-grade cannot be determined, your application will be rated ineligible.)
