Duties

  • Serves as a senior technical point of contact and Contracting Officer's Representative (COR) for large and complex enterprise IT contract(s).
  • Serves as the liaison to Contracting Officer and IT Contractor in interpreting technical requirements of the contract Statement of Work (SOW) or specifications.
  • Serves as expert consultant and adviser to IT customers, stakeholders, requirements owners, and NASA (enterprise) management.
  • Evaluates and monitors contract performance; coordinates with other IT services and organizations to ensure customer needs are addressed; provides input into the IT portfolio management process.
  • Leads Agency-level efforts to standardize processes, develop communication plans, and create templates in support of OCIO's broader acquisition transformation efforts.
  • Applies the full range of subject matter methods, principles, practices, and evaluative methodologies to advise on and resolve a range of operational and/or strategic issues which may range from recurring through complex and unprecedented.
  • Communicates with customers at all levels of leadership in response to high-severity technical systemic problems, external requests and regulatory mandates facilitating timely responses for consideration into strategic decisions and planning.
  • Integrates and collaborates with NASA stakeholders at all levels and external partners for IT enterprise services.

  • Position subject to pre-employment background investigation or higher level clearance. Investigation/Clearance may differ and be required based on the duties/location/NASA Center requirements.
  • Current Federal employees must meet qualifications, time in grade, and 90 days after competitive appointment requirements by the closing date of the announcement.
  • Financial Disclosure, Drug Testing, and/or the Travel Requirements for this position may differ and be required based on the duty location/NASA Center requirements.
  • The location will be determined upon selection but must be at one of the locations indicated within the announcement.

Qualifications

Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.

To qualify for GS-15, you must have one year of directly related specialized experience equivalent to the GS-14 level:
  • Performing contract administration for a large (greater than $100M total value) Cost Reimbursable and/or hybrid type contract as either a Contracting Officer or a Contracting Officer's Representative;
  • Providing technical guidance and evaluation of contractor proposals, performance and other government regulations for an IT portfolio of products to ensure customer requirements are met;
  • Leading and/or working with diverse teams across organizational boundaries with all levels of management, other Agency key officials, and/or multidisciplinary teams to achieve common goals and outcome;
AND

IF you are qualifying based on experience, you MUST also have IT-related experience demonstrating each of the four competencies listed below:
  1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
  2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
