Duties

  • Serves as an expert Human Resources Business Partner (HRBP) or consultant working strategically with customer organization's to develop an HR agenda, strategies, and execution plans that supports the mission of the organization and the Agency.
  • Provides HR guidance to organizations in assessing strengths, weaknesses, and effectiveness; defines and explores options to expand or enhance organizational capabilities; and develops strategies for improving organizational effectiveness.
  • Applies the full range of subject matter principles, concepts, practices, and seasoned consultative skills to analyze, advise on and provide HR solutions to a range of complex operational and/or strategic issues.
  • Provides expert advisory and consultative technical services to all levels of line managers and Center counterparts on a broad range of HR issues.
  • Collaborates with senior managers to integrate HR management and development tools and strategies into the overall strategic objectives for the Center.
  • Develops and delivers HR briefings, project papers, status/staff reports, and correspondence to managers and other professionals to foster understanding and acceptance of findings and recommendations.
  • Leads and/or serves on team(s) as the subject matter specialist/representative or expert.

Qualifications

Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.

To qualify for GS-13, you must have one year of directly related specialized experience equivalent to the GS-12 level:
  • Providing authoritative, strategic, human resources management advisory/consultative services
  • Researching, analyzing and evaluating complex human resources issues and recommending methods and strategies for resolution
  • Analyzing data trends and/or information to drive strategic business and human capital decisions
