Job description
Duties
- Provide technical support to the CEA, and interfaces with senior center management, other centers, NASA Headquarters, contractors, other government agencies, as well as program and project managers.
- Apply the full range of subject matter methods, principles, practices, and evaluative methodologies sufficient to advise on and resolve a range of operational and strategic issues which may range from recurring through complex and unprecedented.
- Utilize a wide range of subject matter practices, laws, regulations, policies, and precedents and uses a range of analytical methods to identify, evaluate, and recommend appropriate solutions.
- Provide written and oral communication techniques sufficient to develop and deliver briefings, project papers, status/staff reports, and correspondence to managers to foster understanding and acceptance of findings and recommendations.
- Ensure laws and regulations governing these activities are controlled by the Department of State (ITAR) and the Department of Commerce (EAR).
- Prepare licensing requests for Center projects for CEA review, approval, and forward for processing by the Headquarters Export Administrator (HEA) or either the Departments of State or Commerce.
- Counsel Center officials and recommend whether a proposed export or transfer is in conformance with the EAR or ITAR and when appropriate, recommend to the CEA to suspend such activity pending resolution with the concerned offices or agencies.
- Maintain a thorough knowledge of current NASA NPD/NPR, EAR and ITAR provisions and requirements applicable to Center programs and activities, and assist in developing Center policy and procedures as appropriate.

Qualifications
To qualify for GS-14, you must have one year of directly related specialized experience equivalent to the GS-13 level:
- Assisting Center Export Administrator (CEA) in determining the appropriate export controls for publishing and disseminating Scientific and Technical Information (STI);
- Providing guidance on entering into partnerships with foreign entities, responding to questions/requests, drafting of ITAR exemptions, and/or drafting of appropriate clauses in NASA solicitations;
- Coordinating with internal and external stakeholders on export control matters affecting Center programs and activities.

To be eligible, you must have completed a minimum of 52 weeks in a position no more than 1 grade lower than the advertised position.
