Duties
- Duties described below are at the highest grade advertised. Duties assigned at lower grade levels will be of more limited scope, performed with less independence and limited complexity; duties will be commensurate with the grade of selected employee.
- Lead and manage the Master Planning Program, including developing and executing the 20-year Langley Strategic Plan in alignment with the Agency Master Plan directly impacting Construction of Facilities requirements and prioritization.
- Build and maintain professional relationship across Langley Research Center, other NASA Centers, NASA Missions, and the Hampton Roads region.
- Work collaboratively with stakeholders to understand future visions and create strategic plans to achieve them.
- Use written and oral communication techniques to develop and deliver briefings, project papers, status reports, and correspondence to managers and employees at all levels to foster understanding and acceptance of findings and recommendations.
- Work with team members on the Smart Infrastructure Planning Team and the Smart Infrastructure Technology Teams of the Strategic Infrastructure Transformation Office to ensure objectives are met and strategic plans are integrated.
- Exercise originality and sound planning judgment in developing problem resolution techniques and methods in facility concept development, planning, integration, risk reduction, and advocacy taking into account feasibility, costs, and economics.

Qualifications
To qualify for GS-13, you must have one year of directly related specialized experience equivalent to the GS-12 level:
- Advocating and managing a facility project, facility strategic plan, or center facility strategy document or activity
- Acquiring and communicating ideas from diverse stakeholders into a coherent product
- Contributing to or leadership on a cross Center team
- Providing technical guidance and leadership for facility activities, including project management (e.g. requirements development, concept development, and documentation for master plans, or construction, and maintenance for other facilities projects), long-range planning, and funding
- Building and maintaining professional relationships with a variety of individuals throughout the agency to build consensus and resolve issues
- Managing or leading development and execution of a master plan, community plan, or facility utilization plan

You must meet applicable time-in-grade requirements to be considered eligible for this position. To be eligible, you must have completed a minimum of 52 weeks in a position no more than 1 grade lower than the advertised position.
