Description

Public Relations Officer for ESA HQ and the Member States of France, Belgium and Luxembourg, ESA Member States Outreach Office, Outreach Division, Communication Department, Director General's Services.

 

Under the direct authority of the Head of the ESA Member States Outreach Office, you will be responsible for the development and implementation of the public relations activities and social media coverage for ESA HQ and the Member States of France, Belgium and Luxembourg in line with the Corporate Communication Policy.
You will oversee the outreach activities related to the ESA HQ Astrolabe facility, including the supervision of visits, maintenance and future developments.

 

You will also coordinate the harmonisation of the outreach activities for the general public, including the organisation of local communication events and visits (schools and the general public) carried out across the various ESA establishments.

Duties

Your tasks and responsibilities will include the following:

 

  • Developing and implementing public relations activities for ESA HQ and France, Belgium and Luxembourg by:
    • coordinating and ensuring, in close cooperation with the relevant Head of Establishment office, identified public outreach activities, including the organisation of local communication events, visits (general public and schools) and local events (such as ESA Open Days) at ESA HQ;
    • developing the activity planning, local team management and reporting for the ESA HQ outreach activities;
    • acting as the central point of reference for the representatives of France, Belgium and Luxembourg on the Member States Advisory Communication Committee (ACC);
    • liaising with the Public and Media Relations Officer for EAC to support astronaut activities related to outreach events in France, Belgium and Luxembourg.

 

  • Managing, in liaison with the Director General and Corporate Social Media Coordination Officer, the digital communication channels targeted at ESA HQ and France, Belgium and Luxembourg by:
    • developing the deployment and social media coverage of public and media relations activities through appropriate social media channels in the language of the Member States while ensuring consistency in the corporate messaging;
    • promoting, through the ACC representatives of France, Belgium and Luxembourg, the deployment of social media posts via their respective social media channels;
    • maintaining appropriate ESA digital communication channels, such as ESA Web Portal sections dedicated to ESA HQ, France, Belgium and Luxembourg;
    • liaising with the Internal Communication Office to coordinate internal communication activities related to ESA HQ through the ESA HQ intranet.

 

  • Overseeing, in close coordination with the relevant ESA HQ services (such as Facility Management), the outreach activities linked to the ESA HQ Astrolabe facility by ensuring its availability and suitability for visits by the general public and/or schools, and by fostering the further development of the facility, both in terms of content and infrastructure/hardware.

 

  • Coordinating the development, implementation and monitoring of a global policy and annual plan for the harmonisation and synchronisation of public outreach activities, including the organisation of local communication events and visits (schools and the general public) carried out in the various ESA establishments.

Education

A master's degree in a relevant domain is required for this post.

Additional requirements

Planning and organisational skills, problem-solving skills, a result-oriented mindset, and demonstrated competence in one or more of the following disciplines: editing and writing, public relations, event organisation, social media and/or logistics.
Proven relationship management and communication skills along with the capacity to work well under pressure with tight deadlines and the flexibility to adapt to new and unforeseen demands as well as to manage challenging situations proactively.

Experience in outreach, event management and/or public relations would be an asset.
Excellent knowledge of the French language is required.

Important Information and Disclaimer
In principle, recruitment will be within the advertised grade band (A2-A4). However, if the selected candidate has less than four years of relevant professional experience following the completion of the master’s degree, the position may be filled at A1 level.

During the recruitment process, the Agency may request applicants to undergo selection tests. Additionally, successful candidates will need to undergo basic screening before appointment, which will be conducted by an external background screening service, in compliance with the European Space Agency's security procedures.

The working languages of the Agency are English and French. A good knowledge of one of these is required. Knowledge of another Member State language would be an asset.
