Maxar is seeking an Earned Value Management (EVM) Analyst with Master Scheduler experience to join our expanding, highly important Government Services Line of Business in Northern Virginia, Southeast Michigan, or Colorado Springs. As an EVM Analyst and Master Scheduler within Maxar's Government Services Line of Business, you will provide contract/program cost and schedule management and analysis for new and mature software-based programs typically valued over $30M per year. As an individual contributor taking direction from a Program Manager, and in collaboration with Cost Account Managers (CAMs) and our Finance team, you’ll develop, maintain, and communicate program time-phased cost and schedule baselines within contract parameters and Maxar’s Earned Value Management System (EVMS). 

Responsibilities:

System Setup

  • Develop/update individual program plans and EVM process descriptions compliant with Maxar’s corporate EVMS processes.

  • Develop/update Agile software integration approaches for Agile programs with an EVM System Description.

  • Perform and support business development activities, including the preparation and review of cost and schedule proposal elements.

  • Develop/update program time-phased cost and schedule baselines within contract parameters in conjunction with program teams to meet all contract and program objectives. 

  • Construct, maintain, communicate, and effect changes in program schedules, key project milestones, and major deliverables within program Integrated Master Schedules (IMS).

  • Identify and analyze program critical and driving paths to schedule specific milestones and communicate critical path schedules and narratives to both internal and external stakeholders.

Operations 

  • Train and mentor Program staff and Cost Account Managers (CAMs) on EVM. 

  • Lead plans and preparation and execution of Integrated Baseline Reviews (IBR) – one time or yearly depending on program requirements – and other program review documents. 

  • Update program time-phased budgets and required documents associated with internal and contract changes.

  • Coordinate schedules and de-conflict issues among engineering and software development projects, test activities, and ongoing mission operations across multiple, geographically-dispersed sites.

Analysis

  • Continually advise and collaborate with program teams for EVM, ensuring consistent application of processes and accuracy, reliability, timeliness, and consistency of data: WBS, Schedule, Cost Plans, and Baselines to include Rolling Wave Plans and Risk Analysis. 

  • Identify significant variances; identify tasks that contribute to threshold variances. 

  • Collect and analyze program performance data (historical and predictive), review performance trends, and monitor contract/program Estimate at Complete and schedule completion date. 

  • Review results and make recommendations to Program Managers and CAMs. 

Compliance

  • Analyze risks and opportunities within program schedules and customer schedules. 

  • Identify gaps in our project, integration, and software development plans, implement scheduling process improvements, and drive consistency across our proposal and mission schedules.

  • Work with Finance ensuring they have accurate and timely data to create program EVM CDRLs and other customer required documents. 

  • Coordinate contract/program Estimate-At-Complete (EAC) and Management Reserve data with Finance organization as input into business financial commitments.

  • Provide assessment of impacts of proposed revisions to Program Schedules and Performance Measurement Baselines (PMB).

  • Support efforts to refine best-practice, corporate-wide EVM and scheduling processes.

Required Qualifications:

  • US citizenship and an ability to obtain a TS/SCI clearance.  

  • Bachelor's Degree.

  • 5+ years of program-management-level financial analysis, scheduling, and reporting experience. 

  • Demonstrated experience applying Earned Value Management System (EVMS) principles. 

  • EVM and scheduling tool experience.

  • Familiarity with the new Integrated Program Management Data and Analysis Report (IPMDAR).

  • Experience working in a cross-functional team environment.

  • Experience working under pressure and under challenging deadlines of quick turnaround proposals. 

  • Ability to analyze, organize and summarize data to ensure accurate records and reporting are maintained throughout the project lifecycle. 

  • Ability to work within time constraints and adjust well in constantly changing environments and circumstances. 

  • Must be willing to travel to customer, subcontractor, and other Maxar locations, as necessary (time-demand variable based on candidate location).

Preferred Qualifications: 

  • An active/current TS/SCI clearance. Must be willing to pursue a clearance if not already cleared.

  • Master's Degree.

  • Experience working with Agile software teams fielding enterprise systems for Government clients.

  • Coursework or training in Critical Path Analysis methodology and experience performing schedule risk analysis techniques.

  • Ability to work both independently and as a team member with Program Management, Finance, Contracts, Engineering, Subcontract Management, and Quality Assurance. 

  • Experience working with subcontractors, ensuring alignment of subcontractor activities for overall project visibility, tracking and completion.

  • Solid interpersonal skills and a professional demeanor in interacting with a wide variety of people including customer program office teams and budget analysts to foster an environment of trust and collaboration. 

  • Ability to work on multiple projects in a fast-paced environment.

Our salary ranges are market-driven and set to allow for flexibility. Individual pay will be competitive based on a candidate’s unique set of knowledge, skills, and geographic diversity, with earnings potential commensurate with experience. The range for this position is:

$115,000.00 - $192,000.00 annually.
