We are EUSPA - the European Union Agency for the Space Programme. We provide safe and secure European satellite navigation services, advance the commercialization of Galileo, the European Geostationary Navigation Overlay Service (EGNOS), and Copernicus data and services, while engaging in secure SATCOM (GOVSATCOM & IRIS2), and operating the Space Surveillance and Tracking (SST) Front-Desk. Through these projects, EUSPA enhances European autonomy in space technologies, fosters innovation and creativity, supports European transport net and agriculture, all while contributing to the economic growth and health of the European Union.

The Project Management Office and Quality (PMQ) Department provides the standards, methodologies and tools for the implementation of all EUSPA operational programs and development activities. PMQ is collocated at different sites of the Agency and comprises of teams of experts with background in classical Project Management Office (PMO) disciplines, knowledge of Product and Quality Assurance, as well as expertise in Cost Engineering and Business Solutions.

The Project Management Office (PMO) team provides expertise transversally to all programmes of the Agency in budget and contract management, risks and opportunities management, schedule management, internal and external reporting, and contributes to procurements, grants and prices actions and activities.

This position is based in our Galileo Security Monitoring Centre (GSMC) in Saint-Germain-en-Laye, one of the more affluent suburbs of Paris.

WHAT YOU CAN EXPECT TO DO

We are looking to recruit a Project Management and Control Officer to join our PMO team within the PMQ department who will deliver project management and control services to strategic and critical EU Space programme components entrusted to the Agency.

You will be assigned the following main tasks and responsibilities:

  • Deploy the project management and control processes and maintain tools required to manage EUSPA programmes and procurements in terms of budget, schedule, and risks & opportunities;

  • Manage formal and informal reporting to the European Commission, EU Member States, contractors and other stakeholders as required by the Agency’s needs;

  • Manage the execution of operational service contracts for EU space components;

  • Provide support to the Agency procurement activities in the area of project management requirements and additional programmatic aspects;

  • Coordinate and follow-up the project management and control tasks that are delegated to other internal stakeholders;

  • Liaise with other departments, notably in the area of Administration and Operations, to ensure the execution of related corporate tasks, such as planning, reporting, auditing, administration, financial & budget management, risk management;

  • Provide support to the PMO Team Lead, the PMQ Head of Department and/or other teams of the PMQ department as required.

WHAT WE ARE LOOKING FOR

  • University degree in business administration, finance, economics, engineering or another relevant field;

  • Experience in maintaining budget, schedule and/or risks management frameworks;

  • Experience in preparing reports from a variety of data sources and synthetising complex information;

  • Experience in managing multi-million contracts in an international environment, preferably in space, security and/or defence domain(s);

  • Knowledge of Project Management methodologies and standards, preferably holding a project management certification;

  • Knowledge (by training or experience) of quality frameworks and standards (ECSS, ISO, ITIL) is considered an asset;

  • Excellent command of both written and spoken English;
