Northrop Grumman Space Systems – Propulsion Systems is currently seeking Program Manager in the position of Facilities/Tooling Specialist for the D5 Trident II Program / NIROP Facilities / Tooling Control in our Propulsion Systems Division (PSD) team supporting several locations within the Flight Systems.

The location for this position is preferred to be at the Bacchus (Magna), UT facility, but may be at the Promontory, UT facility. Travel to Bacchus would be required if Promontory is the primary location.

Role description & Responsibilities:

The Program Manager will support the D5 Program / NIROP Facilities / Tooling. This position will be responsible for the implementation and execution, of distinction of future projects. A strong emphasis and knowledge focus on providing for the Designation (Tool, Facility, Special Test Equipment, Equipment) and appropriation of budget, by applicable Program.  CAM support to the program’s supporting organizations and/or Facilities/Tooling efforts. There is a heavy emphasis on Asset Designation, and understanding of the FAR and NG protocol, for issuing budget to appropriate Programs, and tracking of Facilities/Tooling, with emphasis on accurate records and methodology for designation of assets.  Monthly reporting, communication with external and internal customers and functional organizations, and overall management of group financial and contract commitments. The position is located at Bacchus in Northern Utah as part of the Fleet Ballistic Missile (FBM) Programs leadership team executing the existing program and developing and executing business growth strategies.  

Job Duties:

The Program Manager/CAM has the job duties listed below and is ultimately responsible for:

Program Execution

  • Execute the program successfully by supporting the Program Manager/s in asset management support, contribute to the overall safety, quality, schedule, technology and cost,

  • Support monthly EV support including: Variance analysis, ETC reviews, risk/opportunity assessments, and maintaining budgeting controls

  • Continuously drive for results and challenge the status quo

  • Have the capacity to understand people and provide mentorship

  • Have proven ability to influence others

Company-Customer Interface

  • Represent Northrup Grumman as a company (bringing the Northrup Grumman message to the customer; and integrating knowledge of the spectrum of Northrup Grumman capabilities with understanding of customer needs to promote Northrup Grumman)

  • Service the customer by executing the program and resolving issues in accordance with business objectives, strategy, legal requirements, regulations, contract terms, and company policies

  • Balance the interests of the customer, Northrup Grumman, and employees. 

  • Manage program participation in integration working group meetings

  • Contribute to and participate in regular program status meetings with the customer

Program Team Management

  • Set role and performance expectations for functional managers and provide ongoing feedback of performance to budgets

  • Provide overall leadership and direction to the program team (contracts, finance, VSET, engineering and operations)

  • Possess the proven ability to provide verbal and written information clearly, succinctly, and persuasively

  • Understand and manage change to the program baseline

  • Meet master program plans and schedules by identifying and assessing risks, and initiating necessary corrective actions

Schedule Management

  • Ensure that the programs is on schedule to the program milestones

  • Understand Integrated Master Schedules, Integrated Factory Schedules and Earned Value Management principles

Financial Performance

  • Contribute to the Overall budget management within the program/s and participate in monthly business management reviews

  • Forecast financial performance

  • Align program actions and communications to achieve maximum fee

  • Execute Earned Value Management System (EVMS) to control, evaluate and achieve program objectives

Contract Structure & Pricing

  • Assist in negotiating contracts, contract changes, contract pricing, contract terms and resolution of contract issues

Technical Performance

  • Drive technical excellence by setting program standards, working closely with Program, the technical team and VSETs, balancing risk, and delivering performance

  • Support PM with emphasis on Tool differentiation and Control Measure

  • Manage the Facilities Use Inventory, for accuracy and auditability

  • Interface with Facilities Engineering / Liaison for accurate charging and accountability for Facilities/Tooling Procurement

  • Interface with Property Management Team, for accuracy and auditability for D5 Program Tooling and Disposition Management

Business Development 

  • Assist in the preparation of follow-on proposals and change proposals to ensure they meet NG business strategy, are compliant, respond to customer needs, and provide a proper base for successful negotiations and program performance

Education and Required Skills/Experience:

  • BS degree in Engineering (preferred) Business or Finance

  • 5 years of experience in manufacturing environment and at least 2-3 years of experience in leading multiple teams and previously managed projects (e.g.: Technical lead, CAM, PM)

  • Effective Communication

  • Production Facilities familiarity, Tooling Design and Integration knowledge, Property Management system familiarity.   

  • Ownership mentality

Preferred Experience:

  • Experience managing DoD EVMS compliance

  • Technical background

  • Long range planning

  • Familiarity with rocket motor manufacturing processes

  • Familiarity with factory operations (Clearfield, Prom, and/or Bacchus)

  • Experience in managing suppliers

Additional Requirements:

  • Ability to obtain a Secret Clearance

  • On site at least 50% of the time

  • Travel less than 10% time (customer meetings)

Salary Range: $109,300.00 - $163,900.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
