Within the CSG, the Human Exploration and Space Flight (HESF) Division and Civil Space Operations Division supports our NASA customer in all aspects of human space flight (HSF) and program office activities. This position will support NASA’s Human Exploration Programs and engineering teams at Johnson Space Center (JSC) providing strategic technical and programmatic support services and products to senior management.  In this role you will facilitate partnerships, contracts, program integration as well as the annual resource planning process while integrating technical content across the directorate. You will be responsible for meeting with NASA leaders and determining the budgeting approach, organize planning activities, and integrate submissions.

Work Model

This is a full-time position based at Johnson Space Center in Houston, TX, offering a 100% onsite work model that combines 5 regular workdays and remote flexibility as the business needs allow. 

What You’ll Be Doing

  • Manage and execute Engineering Division level business operations to include resource analysts’ duties, indirect budgets, cost estimates, cost modeling, and pricing of products/services.
  • Represent Engineering Division level leadership with CFO to include coordination, budget reporting, actions, etc. Develop reports and integrate CFO budgetary data into strategy and plans.
  • Coordinate and manage the Engineering Division level agreements to include partnerships such as Space Act Agreements, Government Task Agreements, contractor task orders, etc. Participate in planning, draft content, manage budgets, track status, and address any issues/concerns.  
  • Manage discretionary budget allocation. This budget supports R&D projects as well as travel and other direct costs. Duties will include identifying, tracking, and prioritizing of procurements to ensure maximum leverage of available resources.
  • Facilitate discussions and foster understanding of budget direction based on the Program Resource Guide (PRG), priorities, in-guide requirements, and decisional over-guide submissions among leadership in the associated NASA program (ex: Commercial Crew, Human Landing System, Orion etc), the Chief Engineer’s office, and the Control Account Managers (CAMs)
  • Provide data-driven impact summaries to support stakeholder decision-making
  • Provide the technical and programmatic interface for integrating Planning, Programming, Budgeting and Execution (PPBE) information and data
  • Function as a liaison and integrator between engineering teams and program management to coordinate and implement PPBE integrated packages
  • Educate teams on resource planning process, tools, requirements, and deadlines
  • Effectively and respectfully communicate with managers and researchers across different disciplines and multiple contracts regarding resources and reporting needs

What You Need to be Successful – Senior Project Engineer- Technical Project Management

Minimum Requirements:

  • A bachelor’s degree from an accredited program in a technical discipline
  • Minimum 10 years of experience in government program/project management
  • Demonstrated experience in technical, cost, and resource management
  • Knowledgeable on best practices and innovative implementations (both within and outside of the government) in these disciplines
  • Excellent written and oral communication skills – ability to organize complex materials and concepts in clear and logical manner, and communicate to all levels of leadership
  • Ability to work effectively in a multi-disciplinary setting
  • Knowledge of NASA system engineering practices
  • Ability to effectively manage multiple concurrent tasks and provide direction on competing priorities
  • This position may require the ability to obtain and maintain a security clearance, which is issued by the U.S. government. U.S. citizenship is required to obtain a security clearance

How You Can Stand Out

It would be impressive if you have one or more of these:

  • Advanced degree in a business discipline
  • More than 10 years’ experience working in government program/project management
  • Proficiency in integrating requirements, constraints, and scenarios to provide data-driven impact summaries in support of stakeholder decision-making
  • Experience with cost modeling, pricing products, and services
  • Firsthand knowledge of Space Act Agreements and/or Government Task Agreements
  • Experience developing content for and executing government contract task orders.
  • Demonstrated experience in leading programs/projects through the NASA PPBE process
  • Experience with NASA or commercial human space flight programs
