Duties

The Director, Human Resources, Johnson Space Center:

  • Manages the development and administration of an extremely complex and comprehensive human resources management program for JSC. This includes managing the Center's complex human resources workforce planning and allocation programs. Partners with the resources function to integrate workforce management into full cost accounting and Full-Time Equivalent (FTE) management. Assures JSC effectively meets its most pressing program requirements, including affirmative action considerations.
  • Provides and maintains a highly qualified and motivated workforce which is responsive to the unique and changing demands of the Center mission. Responsibilities include workforce planning, operations management, career and leadership development training, SES program operations, NASA/Department of Defense military personnel relationships, and organizational development.
  • Executes broad program responsibilities which include leadership of workforce planning, hiring and staffing strategies, employee performance management, career and leadership development, consultation on executive services, organizational design, and Federal labor-management relations.
  • Spearheads and participates in collaborative efforts across the Agency to develop new human resources programs, initiatives, and strategies that leverage Agency resources to ensure unique and critical skills are developed and maintained by a diverse workforce in support of Agency common goals.
  • Promotes and maintains constructive working relationships for JSC with organized labor and Federal employee organizations. Develops Federal labor relations policy for the Center and maintains full cognizance of Agency responsibilities under applicable laws and regulations.
  • Responsible for managing the Center non-appropriated fund activities which support the welfare, morale and recreation interests of the total NASA team. Activities involved include cafeterias, gift shops, recreation facilities, and vended.
  • Develops and maintains working relationships with all organizations of the Center to assure inclusion of needed skills and organizational requirements into new Agency programs assigned to the Center. Takes appropriate management action or recommends a management position on human resources and organizational issues. Participates in the negotiations and justification of human resources requirements with senior Agency management.
  • Fosters and continually drives a culture of engagement, diversity, inclusiveness, excellence, and innovation within and outside of the organization and NASA.   • The individual selected will be required to file an 'Executive Branch Personnel Financial Disclosure Report' (OGE-278) in accordance with the Ethics in Government Act of 1978.
  • Initial Senior Executive Service (SES) Career appointee is subject to a one-year probationary period.
  • Successful completion of a background investigation commensurate with the risk and sensitivity level of the position.
  • Successful completion of pre-employment and random drug testing may be required.
  • Must meet qualifications requirements by the closing date of this announcement.

Qualifications

You must have the skill and ability to perform the duties described above as demonstrated by progressively responsible supervisory/leadership experience, normally obtained over several years by serving in positions at the GS-15 level or equivalent.

To meet the minimum qualification requirements for this position, you MUST address each Executive Core Qualification (ECQ) and Mandatory Technical Qualification (MTQ) separately. If you fail to do so, your application will be rated ineligible. We recommend you provide two (2) examples of relevant experience for each ECQ. Responses to ALL ECQs must not exceed ten (10) pages; MTQ responses must not exceed one (1) page per MTQ. Please include your full name on all documents submitted.

If you are currently serving under a career SES appointment, are eligible for reinstatement into the SES, or have successfully completed a SES Candidate Development Program and been certified by Office of Personnel Management (OPM) you MUST submit a resume and in a separate document address the MTQs. Any ECQs submitted will not be considered. Your resume must clearly state that you are a current career SES, eligible for reinstatement, or SES CDP certified and year of certification.

MANDATORY TECHNICAL QUALIFICATIONS:

MTQ 1 - Demonstrated experience leading and managing a complex, multi-organizational human resources program. This includes extensive experience applying human resources and human capital regulations, policies, and practices and spearheading organizational change efforts.
