Oversees and manages the operational aspects of ongoing projects and serves as liaison between project management and planning, project team, and line management. Reviews status of projects and budgets; manages schedules and prepares status reports. Assesses project issues and develops resolutions to meet productivity, quality, and client-satisfaction goals and objectives. Develops mechanisms for monitoring project progress and for intervention and problem solving with project managers, line managers, and clients.

This position requires an active Department of Defense (DoD) Secret clearance.

Responsibilities:

  • Defines and develops material strategy.
  • Responsible for the assessment of supply resources; aggregates and prioritizes demand requirements; plans inventory, distribution requirements, production, material and rough-cut capacity for all products.
  • Participates in make/buy process, long-term capacity and resource planning; product phase-in/phase-out, manufacturing ramp-up, end-of-life management and product-line management.
  • Analyzes and aggregates supply / demand requirements.
  • Analyzes purchase material supply/demand position using Material Requirements Planning (MRP) tools.
  • Plans inventory levels based on dependent and independent Bill-of-Materials (BOM) requirements.
  • Assesses rough-cut capacity for current and short-term manufacturing requirements.  
  • Participates in long-term capacity and resource planning to ensure proper scheduling of new product line phase-ins as well as existing product line phase-outs.  
  • Analyzes lead times and identifies critical path procurements for the program and coordinates with the GSC Procurement to engage suppliers 

  • Analyzes product costs over time and establishes a Cost of Quality metric for internal and external material cost management approaches.
  • Standardizes a Product Cost Model approach for reporting, trending, and improving the model. Translates that data into dynamic sales & revenue forecasting for material procurement, manufacturing, and quality cost collection.
  • Support as a key stakeholder in the Digital Transformation of the Sentinel program, ensuring cost & Material Requirement Planning (MRP) data is sufficiently reported.
  • Drive change to CapEx (Facility & Automation) investment strategies within the Program, and present as best practices for the Division.
  • Coordinate control account cost and schedule performance through program life cycle, and lead EVMS reporting tool development, and EV action message notifications.
  • Assess, track, and mitigate cost and schedule risks in Factory planning of Staffing (LOE) and Build Cost (ML) supported by quantitative and predictive analyses
  • Support the development of tracking & reporting on program subcontracts and intra-company work orders in support of program financial and schedule performance

Basic Qualifications:

  • Current/active secret clearance required to start
  • Knowledgeable of Advanced Planning (AP), Material Requirements Planning (MRP) and Parts Management Integration (PMI) Processes
  • Demonstrates leadership success and ability to gain influence with peers and others in a matrixed organization
  • Highly effective interpersonal skills, commitment to fostering an engaging environment for others and excellent communication skills
  • Basic familiarity with SAP or Costpoint
  • Proficiency in MS Office Suite, Tableau, and databases for large-data analytics

Level 5

Bachelor's Degree and 15+ years of relevant experience in subcontracts, contracts, or business/project management; or Master’s Degree and 13+ years of relevant experience in subcontracts, contracts, or business/project management

Preferred Qualifications:

  • Active Secret clearance
  • Experience in Space programs
  • Master’s Degree in Business, Supply Chain or STEM
  • Proficient in Earned Value Managements Systems, supplier financial reporting/forecasting, contracting/subcontracting or supplier/program/product scheduling
  • Demonstrated working knowledge of supplier financial reporting/forecasting and scheduling

Salary Range: $117,800.00 - $176,600.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
