Northrop Grumman Space Systems (NGSP) designs, builds and delivers space related systems to customers around the world. Northrop Grumman is currently seeking an experienced Senior Director of Contracts and Pricing (D2) leader who will champion innovation, strategic thought, and is committed to business performance success to our Payload and Ground Systems Division (PGSD).  PGSD is one of five Divisions in the Northrop Grumman Space Systems (NGSP) Sector, with business portfolios spanning nationwide across 22 site locations. This position will be a direct report to the NGSP Sector Vice President of Contracts, P&E, ITC, & Property.  This role is seated in-office at the PGSD headquarters in Linthicum MD

Roles and Responsibilities include, but are not limited to, the following:

  • Providing strategic contract management leadership and guidance to SSSD management at the Division and Business Unit levels, promoting achievement of company and customer objectives.
  • Advising SSSD leadership of contractual risks, liabilities, and obligations; devising, recommending, and implementing creative and innovative solutions by applying procurement regulations and terms to preempt/resolve issues; develop productive relationships with customer counterparts.
  • Evidencing strong working knowledge of Contract Regulations and Principles.
  • Building relationships with customers to influence and shape acquisition strategies, RFPs, and contractual Ts&Cs while supporting organizational collaboration in execution and bid strategies.
  • Participating and/or leading the development/improvement of Contract Management processes and procedures. Providing training as required.
  • Ensuring compliance with the C101 Process and SSSD-wide compliance with Northrop Grumman policies and procedures.
  • Leading SSSD-level proposal and agreement commitment review and approval process through close coordination with SSSD Program Leadership.
  • Advising and participating in the development, interaction, and negotiation with US Government customers to implement strategic agreements, including non-disclosure agreements, teaming arrangements, IP license agreements, as applicable.
  • Supporting diversified contracts team with responsibilities for USG contracting; development and mentoring of contracts professionals is a critical aspect of this position.
  • Ensuring contract and proposal compliance with applicable laws and regulations, including FAR
  • and DFARS, across the SSSD portfolio.
  • Abiding by the highest ethical standards for personal conduct and providing the requisite leadership to ensure compliance with Northrop Grumman ethical standards and requirements, and company policies and procedures.

This position’s standard work schedule is a 9/80. The 9/80 schedule allows employees who work a nine-hour day Monday through Thursday to take every other Friday off.

Basic Qualifications:

  • Bachelor’s degree in a relevant major from an accredited university with 12+ years of experience in Contracts, Pricing and Estimating and/or Property Management functions – OR a Master’s degree in a relevant major from an accredited university with 10+ years of experience in Contracts, Pricing and Estimating and/or Property Management functions.
  • Eight or more years relevant experience managing and leading teams.
  • Experience leading teams, including cross-functional/cross-organization teams.
  • Thorough understanding of the requirements of applicable government regulations.
  • Knowledge of complex USG contracting, including the pre-RFP, proposal, negotiations, and contract execution phases of the contracting lifecycle for large programs.
  • Superior ability to apply functional experience to create effective contractual solutions.
  • Strong change management experience, problem solving skills and the ability to be flexible and adapt/change directions, when needed.
  • Proven ability to influence across all levels of leadership, teams, and external partnerships to ensure successful joint outcomes.
  • Expert knowledge and experience in US Government Procurement regulations and procedures including FAR, DFARS.
  • Working knowledge of MS Office (Excel, PowerPoint, Word).
  • Excellent problem solving and decision-making skills that support accomplishment of discipline objective to resolve complex problems and minimize risk to the Corporation.
  • Ability to communicate effectively to all levels of management and customers.
  • Active Secret level security clearance.  US Citizenship is a prerequisite.
  • Ability to travel a minimum of 25%.

Preferred Qualifications:

  • Active TS/SCI security clearance that has been adjudicated within the last 5 years.  US Citizenship is a prerequisite.
  • Prior basic experience operating within a space-based domain.
  • Proven agility in operating on a secure network and secure database geographically.
  • MBA, or equivalent professional contract management certification.
  • Understanding of contract management systems, ERP systems, and intelligence networks.

Salary Range: $198,400.00 - $297,600.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
