Duties
- Plans, develops, and executes partnership opportunities in a dynamic environment, demonstrating skill in addressing critical problems and significant variables; builds consensus on issue resolutions necessary to move partnerships forward.
- Provides insight into and participates in the development and interpretation of policies, processes, and procedures relevant to new and on-going partnership activities.
- Facilitates commercial access to unique capabilities available at KSC, including collecting and analyzing data about potential commercial partners and determining how this information could be used to assist in the development of partnerships.
- Performs concept assessment, agreement development, and all partnership coordination activities taking into account factors including feasibility, costs and performance with both commercial and other governmental entities.
- Leads assessments to ensure validity of potential partners. Develops partnership opportunities in compliance with Agency policies and provides timely status on the development of partnerships to KSC Senior Management.
- Integrates partnership activities to ensure the process effectiveness and efficiency for Center management. Acts as primary contact and interface for internal and external customers involved with business and partnership development activities.
- Leads Center level and team reviews for partnership opportunities. Sets agenda, provides consultation and reviews partnership products for accuracy and compliance. Facilitates better interactions through the KSC Partnerships Process.

Qualifications
GS-14: To qualify at the GS-14 level, you must have one year of directly related specialized experience equivalent to the GS-13 level:
- Developing and executing partnership opportunities;
- Planning, organizing, and/or directing teams to meet project goals and requirements to meet deadlines;
- Communicating professionally in writing and orally to prepare and deliver finished products and provide effective presentations to internal and external stakeholders;
- Applying policies, processes, and procedures to support development of strategic partnership opportunities.
Education
This job does not have an education qualification requirement.
Additional information
If you are a current federal employee, you must meet applicable time-in-grade requirements to be considered eligible for this position. To be eligible, you must have completed a minimum of 52 weeks in a position no more than 1 grade lower than the advertised position. (Please submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. If your eligibility for both merit promotion and/or time-in-grade cannot be determined, your application will be rated ineligible.
Note: Time-in-grade requirements also apply to applicants who have held a non-temporary, competitive service GS position in the past year.
