Northrop Grumman is currently seeking a Price Cost Estimating Analyst – Level 3 or Level 4, to join our team. The preferred location for this role is McLean VA or Dulles VA. We may consider one of the following major Space sector locations: Redondo Beach CA; Aurora CO or Baltimore MD.
This position can be filled at either a Level 3 or 4.
In this job, you will:
- Collaborate with Divisions and Business Units to lead, facilitate and sustain government estimating compliance through best practices and lessons learned, to standardize processes, implement operational efficiencies for faster, better and compliant proposal products.
- Assist with NG Space sector’s compliance to the DFARS Cost Estimating System through self-assessments, analysis, compliance strategy development and Corrective Action Report (CAR) and Correct Action Plan (CAP) resolution.
- Help Division and Business Units by supporting their fact finding, audits, customer negotiations, and certifications while ensuring TINA compliance during all aspects of the proposal process.
- Research and analyze historical data.
- Provide data visualization and relational analysis
- Interact with other functional areas to troubleshoot issues in support of proposal requirements and deadlines.
- Develop cost models to support proposal efforts and overall pricing strategy.
- Support risk and opportunity assessment, quantification, and analysis during the proposal process.
- Present and brief compliance related activities to senior and executive leadership.
- Support Pricing and Estimating team initiatives, to include new estimating processes and tools.
- Help to ensure the ability to track estimating compliance and quality through metric databases.
- Coordinate with internal customers for audit responses and tracking.
- Provide consultative support to division and business units regarding proposal estimating compliance and representation at the sector/corporate level regarding estimating compliance matters.
- Assist with the implementation and maintenance of compliance related disclosures and proposal documentation to the operating segments.

Basic Qualifications:
Basic Qualifications for a Level 3:
- Bachelor’s degree in Business, Accounting, or a related field with 5+ years of relevant professional experience – OR – Master’s degree in Business, Accounting or a related field with 3+ years of relevant professional experience.
Basic Qualifications for a Level 4:
- Bachelor’s degree in Business, Accounting, or a related field with 8+ years of relevant professional experience – OR – Master’s degree in Business, Accounting, or a related field with 6+ years of relevant professional experience.
Additional Basic qualifications for both levels:
- Demonstrated experience in business management and labor and non-labor cost estimating.
- Strong problem solving and analytical skills; ability to make recommendations and provide guidance to effectively bring projects to completion.
- Advanced Excel skills and experience with data transformation and normalization.
- Excellent communication skills, both written and verbal, with the ability to use them in informing, presenting, negotiating and problem solving with a wide range of functions and people.
- Ability to travel up to 10% of the time.
- Ability to obtain an Active Top Secret and/or SCI Clearance. US citizenship is a prerequisite.
Preferred Qualifications:
- Experience working on space systems programs.
- Experience with parametric estimating techniques and principles.
- Experience with data visualization tools, e.g. Tableau and/or Power BI.
- Proficiency in Python, with a solid understanding of Python libraries and frameworks (e.g., Django, Flask, NumPy, Pandas).
- Proven experience as a Python Developer, with a strong portfolio of completed projects.
- Database design and SQL/NoSQL experience.
- Working knowledge of government contract environment (FAR & DFARS).
- Previous experience with SAP and Costpoint.
- Familiarity with the concept and application of Cost Improvement Curves.
- Database design/SQL experience.
- Experience in the aerospace industry.
- Active Top Secret and/or SCI Clearance. US citizenship is a prerequisite.

Salary Range: $87,000.00 - $136,800.00Salary Range 2: $108,400.00 - $170,300.00The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
