The Role:

The Sr. Customs Analyst’s primary goal will be to ensure that the company complies with customs, regulations and policy to minimize risks of non-compliance and to explore and implement all duty/tariff relief mechanisms. This requires monitoring, maintaining and communicating policies and procedures, regular review of policies and procedures, and research in connection with customs matters, including the determination of the correct customs classification codes (HS codes) for exported and imported goods. It also requires keeping up to date with customs rulings and determinations, anticipating changes in applicable laws, regulations and policy, as well as determining the applicability and eligibility of duty drawbacks and dealing with temporary exports and imports. Working closely with the Trade Compliance and shipping teams, the Sr. Customs Analyst will act as the main point of contact for all customs related matters.

Having experience and knowledge in country-of-origin determinations, free trade agreements, and Export Controls will be a key success factor. This position plays a key role in supporting trade compliance and risk mitigation efforts.

Job Responsibilities:

  • Main point of contact for matters related to MDA’s international trade and customs compliance
  • Ensure compliance with rules of trade
  • Provide advice and work with MDA’s shipping & logistics teams on customs related matters
  • Verifies tariff treatment at B-3 level to determine if proper tariff treatment is applied
  • Provide advice on the best customs modality to apply for shipments depending on the circumstances, temporary, permanent, testing repair returns, and so on.
  • Determine accurate Harmonized System code (HS) for all company products (whether manufactured or procured)
  • Conduct random verifications on imported products needed for manufacturing and production purposes to ensure accurate customs declarations have been submitted by different customs brokers acting on behalf of MDA.
  • Provide expert advice on financial aspects of customs including payment of duties/tariffs, drawbacks, recordkeeping.
  • With support from the relevant in-house experts, conduct self-classification exercises of MDA products against Canadian and US harmonized tariff systems and assist in ensuring that all MDA business areas have sufficient recordkeeping in place.
  • Ensure compliance with USMCA/CUSMA for incoming and outgoing shipments and identifying and applying the appropriate rules of origin for that purpose.
  • When applicable for products meeting rules of origin under USMCA/CUSMA, produce Certificates of Origin for purposes of claiming preferential treatment.
  • Work with MDA’s internal legal team and external trade counsel when required, including on strategy and risk mitigation as well as a variety of complex trade matters, including analysis and interpretation of Canadian and international Customs rulings.
  • Ensure adherence to the Customs Act, Customs Tariff, Export and Import Permits Act, the Special Import Measures Act (SIMA) and other relevant trade regulations.
  • Staying current with customs and tariff rulings, as well as regulatory matters.
  • Reporting risks to management on a periodic basis highlighting any issues along with strategies for risk mitigation.
  • Support with daily activities as necessary, including jurisdiction and classification reviews and other import/export related tasks as assigned by the Manager, Trade Compliance.
  • Support with export and customs compliance investigations, if applicable.
  • Support the Trade compliance team with tasks related to export controls under Canadian and US (ITAR & EAR) regimes

Job Requirements:

  • Strong understanding of trade laws, regulations and policy, HS classification, Incoterms, Free Trade Agreements, Customs programs, import-export modalities, valuation, recordkeeping requirements, customs auditing.
  • 5 or more years of experience in customs-related positions relevant to the experience requirements.
  • Certified Customs Specialist (CCS) or Licensed Customs Broker designation or other customs-related certification or designation is required.
  • University or College degree in International Trade, Commerce, Logistics, Customs or similar field would be considered an asset
  • Robust knowledge of Trade Agreements, with an emphasis on USMCA/CUSMA etc. and international customs legislation, compliance.
  • Understanding of Canadian and US export laws, including but not limited to ITAR, EAR the Canadian Controlled Goods Program and Canadian exports and imports permits act.
  • Working knowledge of duty drawbacks, amendments, rulings and customs audits, CARM, USA regulations, AES filing, and other export reporting/documents.
  • Good understanding of the world trade organization (WTO), its principles and general trading practices
  • Ability to work autonomously in a team-oriented environment.
  • Ability to successfully manage multiple priorities, in a rapidly changing environment.
  • Excellent interpersonal and communication skills, including the ability to deal with all levels of the organization and with external parties including government agencies.
  • Possess good judgement and the ability to resolve complex issues.
  • Must be dead-line oriented and flexible and be able to work under pressure. 
  • Understanding of Canadian and US export laws, including but not limited to ITAR, EAR the Canadian Controlled Goods Program and Canadian exports and imports permits act. (Ideal)
  • Good understanding of space technology would be a definite asset.
  • Effective oral and written communication skills
  • Bilingualism (French/English) is preferred

Successful candidates must obtain and hold security clearance at the secret status level, and pass security assessment for the Controlled Goods Program (CGP) and ITAR.

The compensation range for this position is $80,000 - $100,000 annually. The specific compensation offered will be based on the qualifications and experience of the successful candidate.
