The Northrop Grumman Propulsion Systems and Controls (PS&C) facility in Elkton, Maryland began solid-propellant rocket operations in 1948. Today, the Elkton PS&C facility designs, develops, and produces solid-propellant propulsion and ordnance systems in programs professionally managed for a wide variety of Government and commercial customers. The facility also serves as the hub for offsite engineering and test facilities in Ronkonkoma, NY and Palm Beach Gardens, FL.
Elkton, Maryland is located on the Upper Chesapeake Bay, midway between Philadelphia and Baltimore. Job Summary
The candidate will primarily use established system engineering practices, with a focus on safety considerations, for the development, testing, fielding, and lifecycle support of DoD weapons systems and commercial and NASA space systems. The candidate will provide programs and proposals with system safety and reliability estimates, plans, and analyses and represent the company as a system safety expert and subject matter expert on our products. managing system safety hazards and plans through MIL-STD 882 methods or equivalent.
Job Responsibilities
Work with integrated product teams in a development environment to define requirements for designing safety and reliability into systems, subsystems, and components. Execute MIL-STD-882 or NASA system safety program, from planning through hazard retirement. Perform Failure Modes and Effects and Criticality Analysis (FMECA) and Fault Tree Analysis (FTA) on new propulsion systems including electrical and mechanical systems. Present at government safety boards including the Weapon Systems Explosives Safety Review Board (WSESRB), Air force Non-Nuclear Safety Board, Insensitive Munitions Review Board (IMRB) and Payload Safety Review Board. Lead, prepare and present System Safety and Reliability materials during System Requirement Review, System Functional Review, Preliminary Design Review, Critical Design Review and System Verification Review and other formal program reviews. Support failure analysis to determine root cause of failures. Prepare safety and reliability reports both written and verbal. Prepare requests for hazard classifications for products. Direct and support proposal-writing efforts and/or author sections/volumes for System Safety Engineering and related Systems Engineering efforts for a project. Provide data to and manage risk (identifies potential risks and develops mitigation strategies). Perform and manage cost estimates and project planning for System Safety and/or other Systems Engineering activities.
This position can be filled as a level 2 or level 3 depending on demonstrated education, experience, and competency.
Basic Qualifications Engineer Systems 2:
- Ability to obtain a Secret Clearance, which requires US Citizenship as a pre-requisite
- Bachelor’s Degree in Engineering or Mathematics plus 2 years of experience or Master’s Degree in Systems Engineering
- Proficient ability to use Microsoft Office suite (Excel, Word, Power Point, Project)
- Excellent interpersonal, communication, writing, presentation and critical thinking skills.
- Ability and willingness to travel to meet with various customers, in both government and industry, and to interface with suppliers.
- Demonstrated experience in one or more systems safety and reliability engineering job function as described above.
- Ability to analyze requirements at all levels within the system to identify or create safety critical requirements and assign appropriate criticality index and level of rigor to SW requirements.
- Ability to aid in developing test cases to satisfy safety requirements.
Basic Qualifications Engineer Systems 3:
- Ability to obtain a Secret Clearance, which requires US Citizenship as a pre-requisite
- Bachelor’s Degree in Engineering or Mathematics plus 5 years of experience or Master’s Degree in Engineering plus 3 years of experience or a PhD plus 1 year of experience.
- Proficient ability to use Microsoft Office suite (Excel, Word, Power Point, Project)
- Excellent interpersonal, communication, writing, presentation and critical thinking skills.
- Ability and willingness to travel to meet with various customers, in both government and industry, and to interface with suppliers.
- Demonstrated experience in one or more systems safety engineering job function as described above.
- Ability to analyze requirements at all levels within the system to identify or create safety critical requirements and assign appropriate criticality index and level of rigor to SW requirements.
- Ability to develop test cases to satisfy safety requirements.
- Knowledge of energetic and explosive safety.
Preferred Qualifications:
- Strong communication and/or presentation skills.
- Experience writing formal Request for Proposals (RFPs), Basis of Estimates (BOEs), and Statement of Work (SOW) for DoD contracting.
- Operations Safety experience with flight hardware, preferably explosives related.
- Experience with the following: MIL-STD-1629A (FMECA), MIL-STD-1543B (Product Reliability) MIL-STD-882 System Safety; MIL-HDBK-454; TB 700-2; (Department of Defense Ammunition and Explosives Hazard Classification Procedures) MIL-STD-1901A (Safety Criteria for Munition Rocket and Missile Motor Ignition System Design); DoD 4145.26M (DOD Contractor’s Safety Manual For Ammunition and Explosives)
- 1+ years using model-based approaches and tools with experience (i.e. CAMEO or Rhapsody)
- Experience using DOORS as a part of an integrated systems engineering process that includes system safety engineering.
- Ability to set-up and compute reliability models using either EXCEL or a similar tool.
