Description

Navigation Performance End-to-End Engineer in the Galileo Signal-in-Space and System Performance Engineering Unit, Galileo System Engineering Service, Galileo Programme Office, Galileo and EGNOS Programme Department, Directorate of Navigation.

 

The Unit is in charge of all signal-in-space and navigation performance engineering activities for Galileo. 

 

As Navigation Performance End-to-End Engineer, you will report to the Head of the Signal-in-Space Engineering Unit, with principal responsibility for tasks relating to navigation performance (UNCLA and CLA) for Galileo navigation services, their implementation and verification.

Duties

Your duties will include:

 

Navigation performance verification and validation:

  • Navigation performance verification activities at segment level, in particular the Space Segment, but also the Ground Segment, including:
    • contributing to RFCT/SCTC test result post-processing and analysis, satellite qualification and acceptance test result assessment on navigation performance aspects;
    • contributing to the VCD process on navigation performance in close collaboration with the AIV team; this includes the definition and maintenance of test cases, RVMs and credit collection;
    • contributing to IOT testing, test report preparation and reviews leading to ITR.
  • Navigation performance validation during the G2 IOV phase:
    • Execution of navigation performance validation campaigns for improved legacy Galileo services and new G2 services;
    • Establishing and maintaining the IOV navigation performance database;
    • Contributing to the as-validated SoC to eMRD.
  • Navigation performance service declaration:
    • Contributing to service validation campaigns in preparation of service declaration milestones, such as IOC and FOC;
    • Establishing and maintaining SDD JFs;
    • Contributing to the definition and justification of performance commitments for Galileo services;
    • Ensuring that the Galileo services, such as OS, HAS, OS-NMA, EWS and PRS, meet and will continue to meet the established commitments vis-a-vis the global user community, among others, through the SDD.

Navigation performance engineering:

  • Navigation performance engineering for non-PRS and PRS services, including their evolution:
    • Open Service (OS);
    • OS-Navigation Message Authentication (OS-NMA), OS Authentication (OS-A) and Signal Authentication Service (SAS);
    • G1 and G2 High-Accuracy Service (HAS);
    • Legacy Public Regulated Service (L-PRS), Enhanced L-PRS and Advanced PRS (A-PRS).
  • Derivation of navigation performance requirements, ensuring the maintenance of the corresponding justification files, traceability to mission and system requirements, and contributions to SPBFs;
  • Contributing to the definition of the performance evolution for Galileo beyond the current G2G baseline in support of future procurement activities, including consideration of additional input from mission level as well as feedback and lessons learnt from segment and service implementation.

 

Technical requirement management:

  • Assessing any declared segment or CFI (on-board clocks) requests for waivers or deviations from the performance requirement baseline for their impact on mission compliance and, based on this, deriving the acceptability for disposition at EB;
  • Controlling the generation of navigation performance-related DCNs and their implementation in the corresponding requirement documents and ICDs;
  • Assessing NCRs and identifying their impact at system level and in terms of mission compliance and contributing to their disposition at EB;
  • Contributing to the preparation of the G2 Batch 2 satellite requirement baseline in the domain of navigation performance.

 

Coordination activities:

  • Contributing to the coordination of G2 SETA industry support;
  • Interfacing with the European Commission, the European Union Agency for the Space Programme and EU Member States on SIS-related matters;
  • Coordinating with the ESA Future NAV programme on navigation performance-related aspects, including optical time transfer, cross-dependencies and synergies for multi-layer PNT architectures in the navigation performance domain and benefits from improved geodetic reference systems.

Technical competencies

General background and specific experience in the technical domains covered by the position

Education

A master's degree in aerospace or electrical engineering, mathematics or physics is required for this post.

In principle, recruitment will be within the advertised grade band (A2-A4). However, if the selected candidate has less than four years of relevant professional experience following the completion of the master’s degree, the position may be filled at A1 level.

Applicants must be eligible to access information, technology, and hardware which is subject to European or US export control and sanctions regulations & eligible to acquire the security clearance by their national security administrations.

During the recruitment process, the Agency may request applicants to undergo selection tests. Additionally, successful candidates will need to undergo basic screening before appointment, which will be conducted by an external background screening service, in compliance with the European Space Agency's security procedures.
