The Space Telescope Science Institute (STScI) is a multi-mission science and flight operations center for NASA’s flagship observatories. We are hiring a Business opening for a Business Operations Division Head to lead our Business Resource Center (BRC). Position is available immediately!

This position can support hybrid work, with 3 days a week onsite each week or more if needed for work activities. Candidates must reside in or be willing to relocate to our local market. (MD, DE, VA, PA, DC & WV).

The annual salary range for this level role is $175,000 - $225,000. The posted salary range represents a general guideline; however, STScI considers a number of factors when determining base salary offers, such as internal pay equity, the scope and responsibilities of the position, the candidate's experience, education, and skill, and current market conditions.

About the Business Operations Division Head Position

The BRC Division Head supports functions critical to the organization’s business infrastructure. The Division Head provides leadership, planning, direction and advice for STScI’s operations, including business support, financial planning and analysis, office space management, contracts and sponsored programs and procurement.

The Division Head is a member of the Leadership Team (LT).  A primary responsibility of the Division Head is high-level negotiations with respect to STScI’s overall operations, administrative and contractual obligations.  Frequent interaction is maintained with NASA, Johns Hopkins University, major subcontractors’ audit groups, property and casualty insurers, STSCI committees and the Association of Research Association (AURA) Corporate Office.

Position Responsibilities:

  • Provide strategic and tactical leadership to unify, simplify and improve the efficiency of BRC’s and STScI’s business operations, policies and systems.
  • Develop, maintain and improve the scope, technical expertise and standards of professional performance for each of the administrative functions in the Division
  • Lead in identifying and obtaining the resources required to support BRC Division’s functions
  • Improve STScI’s business practices to achieve compliance with contract cost
  • Responsible for business negotiations with key stakeholders including government and peer institutions, protecting the contractual rights, and the legal, financial, and policy interests of STScI and AURA.
  • Responsible for oversight of facilities management function, building operations, safety, security, telecommunications, shipping and receiving, new construction
  • Responsible for the hiring, training, direction, and performance of 90 – 100 staff.
  • Responsible for the BRC budget, including the annual budgeting and audit process.
  • Attends LT and other senior management meetings, makes recommendations on needs, provides updates and assessments, and provides input to the Institute’s strategic plan and annual operating plan.

Experience, Skills & Qualifications:

Requirements:

  • Bachelor’s degree in Business, Accounting, Economics or other related field; Advanced degree highly desirable and/or CPA or CMA preferred.
  • At least 10 years’ experience in the management of business operations, and administering government contracts, preferably in a scientific or technical environment.
  • 10+ years of progressively responsible financial and business operations experience, including budgeting, preferably in a large, complex, and decentralized organization.
  • High-level financial planning, budgeting, strategic planning.
  • Proven expertise in leading senior administrative professionals, including recruitment, performance evaluation, training, and career development.
  • Effective negotiator.
