Northrop Grumman is seeking an outstanding Supply Chain Machine Shop IPT Lead / Manager 2, Subcontract Program Management.

This position is located in the Global Supply Chain function of Northrop Grumman’s Launch Vehicles business unit, which is a part of Northrop Grumman’s Space Sector and Launch & Missile Defense Systems Division. The successful candidate for this position will engage in a crucial and highly regulated business process taking place at the intersection between some of the coolest emerging technologies in the world and some of the most profound missions in our country.

  • Team Location: Chandler, AZ
  • Work Arrangements: This role is full time in-office at 1575 S. Price Rd, Chandler AZ.
  • Schedule: 9/80 work schedule – with every other Friday OFF!
  • Travel: 25% on average - could significantly exceed 25% if business needs arise.

What is a Supply Chain Machine Shop IPT Lead?

The Machine Shop IPT Lead chairs a cross-functional team consisting of procurement / subcontract management, engineering, and supplier quality tasked with the mission of ensuring outstanding performance of internal and external suppliers providing metal and composite parts, assemblies, and structures to Launch Vehicles Business Unit. Although this is an individual contributor role with no direct reports and no Delegation of Procurement Authority (DOPA), management-level contributions are expected in terms of leading a multifunctional team by influence, understanding and navigating high complexity issues relating to Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulations Supplement (DFARS), providing outstanding supply chain program management, providing highly accountable cost account management, and driving solutions among a large and diverse supplier base. Job responsibilities include:

  • Advise and assist subcontract management in maintaining the strategic sourcing plan for metal and composite parts, assemblies, and structures.
  • Obtain and maintain deep understanding and insights as to the capabilities, weaknesses, opportunities, and risks associated with every active and potential supplier in the commodity area.
  • Work with functional leadership in subcontract management, engineering, and supplier quality to ensure nomination and active participation of each relevant function on the Machine Shop IPT and to ensure that a representative cross-section of needs and concerns are represented in the development of the supply base. Hold regular meetings of the Machine Shop IPT to work the most pressing needs in the commodity, balancing the need to maintain and improve active suppliers with the need to vet and onboard best-in-class suppliers. Establish and maintain the charter for the Machine Shop IPT.
  • Develop and win annual budget for the Machine Shop IPT in line with business needs; operate the Machine Shop IPT to plan, providing timely achievement of budgeted work and meeting all deadlines associated with budgetary reporting and filing. Oversee expense reporting and trip reporting for the Machine Shop IPT.
  • Maintain the Supplier Performance Visibility (SPV) Scorecard, ensuring that POCs for suppliers and internal stakeholders within the commodity are up to date and receiving automated scorecards. Ensure RCCA requests are issued to red suppliers on a monthly basis, follow up with relationship owners on corrective and preventative action, and lead a monthly managerial review of red supplier RCCA / return to green. Support other supplier score-carding and reporting as needed. Maintain and regularly deliver training to stakeholders on the supplier score-carding and RCCA process.
  • Maintain the Supplier Capacity Tool for machining and fabrication suppliers. Obtain program forecasts to inform capacity planning. Maintain and regularly deliver training to stakeholders on the Supplier Capacity Tool.
  • Perform sub-commodity gap analysis to ensure the supply base supports the strategic sourcing plan based on capacity, bid/no-bid, price/cost competitiveness, capabilities, quality, responsiveness, OTD, and concentric ring/strategic hub geographic considerations. Perform market research to identify best-in-class potential suppliers and participate in the supplier due diligence process. Maintain detailed records of the decision process at every step of due diligence.
  • Travel to active and potential suppliers as determined by Senior Manager of Subcontract Management, supporting a variety of needs including Preliminary or Continuing Site Assessments (PSA/CSA), Cross-Functional Assessment (CSA/Onboarding), supplier performance issue mitigation, etc. Maintain the PSA and CSA Forms.
  • Provide supply base advisory services and contribute to the commodity code strategy to ensure parts are solicited to the optimal supplier slate, including drawing reviews, reviews of no-bid decisions, review of competition results, and review of RFI results. Contribute to material sales reporting as needed.
  • Other duties as assigned.

What is the level / grade of this position, what does the level / grade mean, and what are the basic and preferred qualifications for the role?

The Machine Shop IPT Lead is a Manager 2 Subcontract Program Management. Therefore, high-level managerial contributions and competencies are expected of the successful applicant.

Basic Qualifications:

  • A Bachelor’s Degree combined with at least 10 years of experience, preferably with this experience predominantly in a supply chain role operating under FAR/DFARS compliance requirements.
  • Alternately, a Master’s Degree combined with at least 8 years of experience, preferably with this experience predominantly in a supply chain role operating under FAR/DFARS compliance requirements.
  • Without a Bachelor’s Degree OR Master’s Degree, at least 14 years of experience, preferably with this experience predominantly in a supply chain role operating under FAR/DFARS compliance requirements.
  • Knowledge of machines, manufacturing methods, and processes in metal machining and fabrication. Be prepared to discuss these topics in detail along with the trade-offs associated with selecting certain types of machining and fabrication shops among a wide-ranging industrial base. Experience reading and interpreting engineering drawings.
  • Demonstrated experience with contract change management. Be prepared to discuss the strategies you used to contain cost and schedule in an environment with frequent engineering change orders.
  • Demonstrated experience with project management, maintaining a time-phased schedule, maintaining a project budget, and maintaining a Plan of Action and Milestones (POAM).
  • Risk mitigation experience and experience successfully implementing root cause corrective action (RCCA).
  • Experience leading a cross-functional team to develop business strategies. Please be prepared to discuss situations where you have done this, the methodologies leveraged, the results obtained, and the lessons learned.
  • Experience conducting oral presentations to executive leadership.

Preferred Qualifications:

  • Experience with Costpoint is a major advantage. Experience with other Enterprise Requirement Planning (ERP) software is desirable, especially SAP.
  • Significant experience with lean methodologies and process improvement is preferred. A certification covering these disciplines is desirable.
  • Possession of a Certified Federal Contract Manager (CFCM) certification is a major advantage.
  • Demonstrated experience with developmental subcontracting environment. Subcontract management experience preferred.
  • Machine shop experience preferred.
  • Experience creating and maintaining a detailed resource loaded Integrated Master Schedule (IMS) or Milestone Schedule is desirable.
  • Although not initially required for this position, possession of or ability to obtain a DoD Secret Security Clearance is desirable.
  • Although not initially required for this position, former experience as a working lead or supervisory manager, and demonstrated proficiency with the tools needed to successfully serve in either role, is a major advantage. Be prepared to discuss these experiences in detail and to share whether you would be willing in the future to serve in these roles at Northrop Grumman on an emergency basis, interim basis, periodic basis, or permanent basis. Please also be prepared to discuss your leadership style.

Salary Range: $122,800.00 - $184,200.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
