Our employees are not only part of history, they're making history.The Director, Defense Industrial Base (DIB) will report directly to the Vice President, Navy/USMC Customer Relations within the Global Business Development Organization. The selected individual will oversee DIB strategic futures. Development efforts in this position will focus primarily on defining critical industrial base capacity shortfalls that would benefit from fortifying government subsidies like the Navy’s Maritime Industrial Base programs supporting naval shipbuilding. The scope of this position will expand to assess all DoD programs that are fragile, at risk, or under capacity to resource domestic and international needs of our allies and partners.
Specific responsibilities will include but not be limited to the following:
- Work with Sector strategy leads to assess the current capacity of existing Northrop Grumman (NG) industrial base infrastructure. As part of the analysis, examine future CAPEX investments projected by NG to bolster existing capacity. The capacity analysis should also consider process improvements to capture untapped capacity potential.
- Work with DoD officials including COCOM staffs to identify current and forecasted demand, both domestically and among our allies and partners.
- From this capacity/ demand gap analysis, identify cost benefits of additional government investment to bolster critical infrastructure capacity and resilience.
- Support the development of a near-term, mid-term and long-term national industrial base recapitalization strategy.
- The strategy should consider methods to bridge the gaps in key areas like program management, global supply chain, systems engineering, digital transformation, advanced manufacturing & production, operations, maintenance and sustainment.
- The strategy should also project needed investments for programs ramping up to the full rate production capacity as defined by DoD: B-21 Bomber; Sentinel; space programs; etc.
- The strategy should consider methods to bridge the gaps in key areas like program management, global supply chain, systems engineering, digital transformation, advanced manufacturing & production, operations, maintenance and sustainment.
- Become the subject matter expert and trusted liaison with DoD on key government initiatives like the Executive Order, Restoring America’s Maritime Dominance; the Maritime Action Plan, the SHIPS for America Act; etc.
EXPERTISE NEEDED:
- Bachelor's degree (or equivalent related experience) with twenty or more years of DoD service and associated experience, including senior level leadership responsibilities and management experience
- A high level of confidence, integrity and hands-on experience in problem solving as well as a professional executive presence for interacting with and guiding DoD decision makers, senior executives, internal and external to the company
- Unswerving commitment and the ability to work cooperatively in a team environment
- Strong judgment, decision-making skills, flexibility, agility, and political acumen
- The ability to analyze a broad range of issues and exercise strategic thinking to best influence and support senior DoD civilian and military decision-makers
- Excellent organizational, verbal and written communications skills, as well as project management, analytical, planning, presentation and human relations skills
- Deep understanding of OSD/Navy budgeting, and development of Program Objective Memorandum (POM) budget submissions
- Deep knowledge of Navy Readiness, OSD/JS Readiness
- Top Secret security clearance with SCI eligibility
- Retired O6 or Senior Executive Service (SES)
