The Position:

We are looking for a Sr. Subcontracts Specialist to join the MDA Subcontracts Management team. In this role, you will support the subcontracts lifecycle management process, providing proactive, methodical management of various agreements with suppliers from RFI initiation through award, execution and subcontract closure.

Responsibilities

  • Lead subcontractors and integrated product teams in proposal, planning, execution, and closeout phases of the subcontract life cycle
  • Lead subcontract Request for Proposal (RFP) preparations through oversight of the Statement of Work (SOW), proposal evaluation frameworks, negotiation plans and strategies
  • Daily execution of subcontract procurements, strategies and plans
  • Work with Subcontract Managers and the Contracts team in the resolution of disputes with suppliers
  • Manage the subcontractor document deliverables process
  • Process and manage subcontractor invoices  
  • Support new supplier onboarding and prequalification
  • Communicate effectively, resolve conflicts, solve problems, and make efficient and effective supply management decisions
  • Proactively build strong/trusted relationships with suppliers and cross functional team members
  • Report and attend subcontractor IPT and program status reviews, as applicable.

Job Requirements (experience/skills):

  • Minimum 5 years Subcontract Management and/or Supply Chain Management experience, with proven ability to manage complex subcontracts from inception to completion
  • Experience in design and development of space flight, military or other safety/mission-critical or complex development hardware and/or software
  • A post secondary degree/diploma and/or 5+ years related or transferable work experience.
  • Experience in negotiating and managing complex and high profile transactions within the Space, Aerospace, Defense or other high-technology industry
  • Familiarity with some or all of the following is an asset: the Government of Canada’s Standard Acquisition Clauses and Conditions (SACC), the European Space Agency General Clauses and Conditions, Industrial and Technological Benefits (ITB), Controlled Goods Program (CGP), International Traffic in Arms Regulations (ITAR), as well as understanding of US government procurement processes (FAR/DFARS)
  • Understanding of third party selection and onboarding processes
  • Basic knowledge of program management including financial and risk management
  • Awareness of import/ export legislation, Incoterms and customs rules is an asset
  • Communicate effectively and collaboratively with internal and external stakeholders at all levels within the organization
  • Sense of urgency with the ability to respond to rapidly changing priorities in a timely and efficient manner
  • Exceptional attention to detail and strong organizational skills, with the ability to follow through and deliver results.
  • Possess tact, diplomacy and the ability to maintain a high level of confidentiality.
  • Familiar with integrated supply chain and lean manufacturing concepts. 
  • Bilingualism would be an asset; however, not a requirement.
  • Other duties as required.

Special Considerations: 

Successful candidates must obtain and hold security clearance at the Reliability status level, and pass security assessment for the Controlled Goods Program (CGP), and be able to obtain higher clearances.

The compensation range for this position is $90,000 - $120,000 annually. The specific compensation offered will be based on the qualifications and experience of the successful candidate.
