Job description
Virgin Galactic is seeking an Export Compliance Manager with a strong background and experience in space-related regulations, including EAR, ITAR, OFAC, FCPA, to join its legal team. This individual must be experienced at drafting and managing export authorizations and licenses. This role will be located in Tustin, California, and expected to be in the office four (4) days a week.
Responsibilities
Advise on matters regulated by U.S. International Traffic in Arms Regulations (ITAR) and Export Administration Regulations (EAR) and manage processes for reviewing and clearing export controlled material.
Work with stakeholders to identify compliance issues and obtain authorizations for compliance with other rules and regulations applicable to international business activity, including Office of Foreign Assets Control (OFAC) and Foreign Corrupt Practices Act (FCPA).
Prepare and submit authorization applications and manage approved authorizations, including permanent and temporary export licenses, Technology Control Plans, Strategic Trade Authorization forms, Export Compliance Certifications, Site Visit Request Forms, and Tools of the Trade requests.
Assist with the development, implementation, and management of company-wide policies, procedures, controls, and training.
Act as liaison with Department of State, Department of Commerce and other agencies responsible for export regulations to communicate and resolve export concerns.
Respond to requests for information, analysis of export compliance impact and review of contract provisions relating to export and security controls.
Anticipate issues and identify proactive solutions that will eliminate or mitigate risks.
Support internal investigations and audits as directed.
File DDTC registration forms DS2032 and DD2345.
Report directly to Associate General Counsel within the Legal Department.
Required Skills and Experience
5+ years of experience focusing on export and import compliance and related matters. Expert knowledge with ITAR, EAR, OFAC, FCPA and other regulations pertaining to aerospace is crucial.
Experience drafting, submitting, and managing various export authorizations.
Experience working with U.S. government agencies responsible for the review of trade compliance, including the Department of State, the Department of Commerce, Department of Defense, Bureau of Industry and Security.
Ability to exercise strategic judgment, including evaluating and weighing multiple inputs; assessing impacts of any decision or course of action; and dealing with complex, significant, and challenging matters.
Experience administering an effective export program. to ensure regulatory and internal policy requirements relating to export licensing, exemption and exception usage, training and recordkeeping.
Broad and deep understanding of export disciplines and regulations (EAR, ITAR, etc.) including applicable industry best practices.
Have a working knowledge of Snap-R licensing system.
Have familiarity with security clearances (U.S. and foreign).
Process requests for the use of export license exemption/exceptions.
Assist with the development of licensing strategies for compliant business execution.
Provide training on compliant execution of trade and sanctions regulations.
Support process and procedure improvements and coordinate on implementation thereto.
Participate as part of a team in projects or initiatives of varying complexities.
Ability to manage multiple requirements and remain composed under pressure.

The annual U.S. base salary range for this full-time position is $99,700.00–$152,075.00. The base pay actually offered will vary depending on job-related knowledge, skills, location, and experience and take into account internal equity. Other forms of pay (e.g., bonus or long term incentive) may be provided as part of the compensation package, in addition to a full range of medical, financial, and other benefits, dependent on the position offered.
