Northrop Grumman’s Launch and Missile Defense Systems Division is seeking a Director of Programs to lead interceptor programs supporting the U.S. Ballistic Missile Defense System.  

Program portfolio will include Ground Based Mid-Course Defense production boosters, as well as booster subsystems and ground support equipment for Next Generation Interceptor.   As a member of the senior leadership team for the Targets & Interceptors operating unit, the candidate will also support OU level initiatives extending beyond interceptor product lines, such as pursuit of new business opportunities, implementation of efficiency initiatives, tailoring of requirements common to multiple programs, and defining/pursuing financial execution objectives.   Production efforts are focused in Chandler, AZ; Huntsville, AL; and Vandenberg Space Force Base, CA.  

The Director of Programs 1 directs all phases of programs from inception through completion. Responsible for the cost, schedule and technical performance of company programs or subsystems of major programs. Participates in the negotiation of contract and contract changes. Coordinates the preparation of proposals, business plans, proposal work statements and specifications, operating budgets and financial terms/conditions of contract. Acts as primary customer contact for program activities, leading program review sessions with customer to discuss cost, schedule, and technical performance. Establishes design concepts, criteria and engineering efforts for product research, development, integration and test. Develops new business or expands the product line with the customer. Establishes milestones and monitors adherence to master plans and schedules, identifies program problems and obtains solutions, such as allocation of resources or changing contractual specifications. Directs the work of employees assigned to the program from technical, manufacturing and administrative areas.

This position will be located in Chandler, AZ with ≤25% travel anticipated.

Essential Functions:

  • Maintain responsibility for overall cost, schedule, and technical performance of programs supporting the U.S. Ballistic Missile Defense System, with central focus on intercept capabilities   
  • Lead multi-disciplinary teams to achieve timely delivery of baseline production interceptor boosters, subsystems, and specialized support equipment that meet challenging customer requirements for technical capability and reliability
  • Act as primary operating unit focal point for new business pursuits
  • Coordinate with customer counterparts on tactical planning needs, such as funding profile forecasts, technical risk mitigation, and critical path management
  • Identify and implement plans to achieve strategic objectives such as long term production efficiency improvements, parts obsolesce risk mitigation, and product quality enhancement
  • Define program financial operations objectives and provide input for financial reporting to executive leadership
  • Develop and adhere to budget baselines utilizing Earned Value Management System (EVMS) control methodologies and tools
  • Hold decision authority in the negotiation of contracts, identification of key terms and conditions, contract changes, operating budgets, and schedule milestones
  • Manage multiple individual Contract Line Items with varying contract types, including CPIF/CPAF/FPIF/FPAF/FFP
  • Lead proposal development activities for contract additions, including Task Instructions
  • Oversee development and maintenance of Integrated Master Schedules and Daily Activity Schedule
  • Identify risks and develop and implement associated mitigations and/or recovery plans
  • Prepare and present briefings on program status/progress for customers, executive management, and other program stakeholders

Basic Qualifications:

  • Bachelor's degree with 10 years of related engineering experience; or a Master’s degree with 8 years of related engineering experience, or a PhD with 6 years of related engineering experience
  • Ability to obtain a US DoD security clearance
  • Demonstrated history of successful large Program Management preferably with Department of Defense customer community
  • Knowledge and management of various CLIN types including CPIF/CPAF/FPIF/FPAF/FFP
  • Exceptional written and oral communications skills

Preferred Qualifications:

  • Advanced degrees in Science, Technology, Engineering, Mathematics or related technical fields
  • Active DoD Top Secret security clearance
  • Experience managing products of high technical complexity with multiple high-priority objectives (such as overlapping production and/or mission execution activities)
  • Successful pursuit of new business opportunities in the DoD or Space Launch markets

Salary Range: $187,700.00 - $281,500.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
