Northrop Grumman Space Systems is seeking a Manager 1 of Rates and Budgets to join our team of qualified, diverse individuals. This position will be located in Dulles, VA. This position will report to the Division Manager of Rates and Budgets on the Tactical Space Division Controller Team.

The manager is responsible for the Division’s indirect budgeting process and will lead and develop a team of budget analysts. The successful candidate will demonstrate proficiency of developing and motivating staff in a team environment with excellent interpersonal, planning, presentation and organizational skills.

Specific duties responsibilities will include but are not limited to, the following:

  • Manage Tactical Space indirect budgets.  Coordinate with budget holders to plan their departments, providing insight into budget vs actual performance, and submitting a monthly indicated final forecast.
  • Support monthly reviews of rate performance and perform frequent ad-hoc analysis for senior leadership pertaining to forecasted changes in business performance and changes in allocations.
  • Build and maintain positive working relationships with internal and external customers as well as functional teams.
  • Provide support for all internal and external auditor (DCMA/DCAA, Internal Audit, and D&T).
  • Enforce policies and procedures, ensure rate segment compliance with internal SOX controls, and educate peers (both financial and non-financial) about compliance guidelines.
  • Provide guidance on complex color of money and allowability questions.

Basic Qualifications:

  • Bachelor’s degree with 5+ years of professional experience – OR – Master’s degree with 3+ years of professional experience
  • Will consider an additional 4+ years of experience in lieu of degree
  • Understanding of Government Cost Accounting Standards (CAS) and the Federal Acquisitions Regulations (FAR).
  • Highly proficient in Microsoft Office.
  • Strong analytical, leadership, communication, and organizations skills.
  • Must be willing to obtain and maintain a U.S. Government DoD security clearance (Secret, Top-Secret, etc.)

Preferred Qualifications:  

  • Degree in Business Management, Business Administration, Accounting, Economics or related field of study.
  • Experience with Cognos planning and reporting tools, and CostPoint
  • Prior experience with Annual Operating Plan and Forward Pricing Rate Proposal development

Salary Range: $107,300.00 - $160,900.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
