About the Role

The Program Manager I - leverages a solid understanding of the Space supply chain and is knowledgeable in the engineering, contracts, manufacturing, and mission assurance areas and how they impact delivery of supply chain materials and services. The PM will have a proven ability to engage with engineering and suppliers to resolve schedule and quality issues, contracts, negotiate pricing, etc., as well as strong knowledge in compliance areas.  

Authority: 

  •  Ownership of the Program Team requirements for supply chain subcontracts through partnership in the processes in the business including strategy, investments, bids and proposals and through development, qualification and execution of our programs.

  • Ensures that prior to program execution, all elements of the proposed program(s) plans have complete and accurate schedules, budgets, make/buy plans, and procurement and subcontracts strategies. 

  • Provide program feedback in the negotiation and signature of subcontracts with suppliers  

Responsibilities: 

  • Own, run, and host the weekly Sierra Space Defense Supplier Subcontracts status meetingWork with Subcontracts Management Teams (SMTs) to provide inputsSummarize status and actions for the TRK2 Program Managers to act. 

  • Responsible for the strategy  and requirements of all direct and indirect material and services required to support TRK2 programs. 

  • Develops the long-term supply chain subcontracts strategy aligned to program strategy inclusive of specific actions to execute this strategy in partnership with the Operations and Engineering leaders aligned to the Program. This will include organization, robust processes, lean initiatives and checks and balances to ensure systemic root cause and corrective actions are implemented across the program. 

  • Partners with Engineering and Operations to develop and support the execution of a major subcontract strategy and strategic make/buy decisions to support our strategy and growth. Executes a supplier relationship strategy leveraging the appropriate levels of leadership across the division, aligned with the enterprise strategy, to escalate and help manage our suppliers effectively at all levels of the business. 

  • Support achievement of program financial commitments through accuracy of bids, subcontracts Estimates at Completion, earned value reporting, EVMS requirements / budget attainment, operating forecasts, etc. Develops robust systemic return to green action plans for misses. 

  • Ensure compliance with the wide range of regulatory and other requirements and achieve supplier diversity requirements. Leverage and engage in Enterprise GSC initiatives to optimize supplier management and achieve employee development (Risk Management, Enterprise Supplier Alignment, MRP/ERP, Supplier Diversity, etc).   

  • Collaborate with manufacturing, mission assurance, and engineering to ensure successful delivery of material and subcontracted items through management of design deadlines and requirements.  

  • “Pegging” of T2TRK subcontracts procurementsFAR based acquisition rules so what is purchased with T2TRK money needs to be used for T2TRK regardless of contract type. 

Accountable: 

  • As a member of the TRK2 Program Office, this position is accountable for the relationship to the Operations and Engineering organization 

  •  Accountable for resource planning, material cost, forecasting, schedule performance, risk/opportunity management, supplier performance, and supply chain issue resolution. 

  • Accountable for accurate forecasting of cash flow management for suppliers/material pay outs and informing Finance for planning purposes.  

  • Support the business and coordinate cross-functionally across the enterprise to ensure that all supply chain commitments are met (quality material is provided on time and on cost), and that appropriate mitigation plans are developed and executed to address any programmatic risks related to suppliers. 

  • Deliver IMS forecasting of tasks that link from upstream (SV IPT) to consumer (AI&T IPT).

Minimum Qualifications: 

  • Requires Bachelor's degree in a related field (or equivalent work experience in lieu of degree or Masters +3 yrs experience). 

  • Typically 5+ years of related experience. 

  • Proven record of successful program management execution. 

  • Certifications: PMP or equivalent certification completed or in progress. 

  • In-depth knowledge of EVMS, CAM, BOE, FAR, and CAS. 

  • In-depth understanding of program management lifecycle and resourcing. 

  • Proficient in financial and performance metrics analysis. 

  • Competence in collaborating with cross-functional teams. 

  • An active Secret U.S. Security Clearance is required.

 

Preferred Qualifications: 

  • Familiarity with Agile project management methodologies. 

  • Strong analytical and organizational skills. 

  • Excellent communication and teamwork skills. 

  • Willingness to learn and adapt to new technologies and methodologies. 

  • Proficiency in using project management software tools such as Microsoft Project, JIRA, or Asana. 

  • Experience with risk management and mitigation strategies. 

  • Knowledge of Lean Six Sigma principles and practices. 

  • Ability to manage multiple projects simultaneously and prioritize tasks effectively. 

  • Understanding of software development lifecycle (SDLC) and systems engineering processes. 

  • Experience with contract management and negotiation. 

  • Familiarity with data analysis tools such as Excel, Tableau, or Power BI. 

  • Strong technical writing skills for creating detailed project documentation and reports. 

  • Understanding of supply chain management and logistics as they pertain to program execution. 

  • Ability to conduct root cause analysis and implement corrective actions.

Estimated Starting Salary Range:

$104,827.91 - $144,138.39
