We administer the HST and JWST grant programs that fund groundbreaking research and discoveries using the most powerful space-based telescopes ever invented.

This position supports hybrid work. You will be working mostly from home, but must reside in or be willing to relocate to our local market (MD/DE/PA/VA/WV/DC) and be able to report onsite when needed.

Qualifications:

Financial Analyst Tasks

  • Apply knowledge of STScI, NASA, and federal regulations, cost principles, and policies governing the financial management of grants issued under federally funded contracts.
  • Manage NASA funds by grant, program, and funding cycle, conducting roll-up analyses and advising on funding obligation recommendations, typically annually.
  • Track and forecast annual funding obligations and payments, using financial analysis to generate long-term estimates and ensure sufficient resources for research programs (HST, JWST, NHFP).
  • Update internal cost projections and manage funding allotments, collaborating with NASA's resource staff to ensure timely grant reimbursements.
  • Prepare and deliver monthly and quarterly contract deliverables as required by HST and JWST prime contracts.
  • Contribute to maintaining high standards of financial management, compliance, and reporting for NASA and STScI grant programs.
  • Plan and coordinate large peer review meetings to analyze program support requests and provide expert recommendations on appropriate funding levels to meet scientific objectives.
  • Grant Administrator Tasks
  • Oversee all grant administrative and fiscal activities throughout the grant life cycle, including pre-award reviews, post-award monitoring, and closeout.
  • Assist investigators and staff with budget submissions, eligibility evaluations, and cost allowability while providing training and guidance on the Space Telescope Grants Management System (STGMS) and General Grant Provisions.
  • Evaluate recipient institutions' financial and administrative policies to assess risk, recommend monitoring levels, and support compliance efforts through audits, desk reviews, and site visits.

Expectations:

  • A minimum of 4 years of experience in grants administration or related experience with an emphasis in the financial oversight, forecasting, and analysis of program funding and expenditures. Experience in project control or business operations roles supporting government contracts will also be considered.
  • Experience awarding, monitoring, and managing research grants as a sponsor is preferred. Applicants with experience as a grant recipient including those with experience making and monitoring sub-awards will also receive consideration.
  • Attention to detail, open communication, and the ability to organize, plan and prioritize work are critical.
  • Self-motivated, team-oriented, customer-focused, and capable of managing and executing multiple projects at once.
  • Ability to perform under challenging conditions such as during proposal deadlines.
  • Foster harmonious working relationships with co-workers, scientists, external institutions, and government agencies.
  • Be respectful, courteous, collaborative, and maintain a positive outlook.
  • Demonstrate an aptitude for using software tools with a strong proficiency with MS Office, including Excel, Word, and Outlook.
  • Bachelor’s degree in Finance, Accounting, Business Administration, or other related curriculum and certification in Grants Administration is desired. Substitution of relevant education or experience for the stated qualifications may be considered.

This is a full-time exempt position that requires 40-hour work weeks during standard work hours. Additional hours are occasionally required which may include working evenings to complete special. Occasional travel may also be required.

The salary range for this role is $87,00 - 97,000 annually. The posted salary range represents a general guideline. STScI considers various factors when determining base salary offers, such as internal pay equity, position scope and responsibilities, current market conditions, and the candidate's experience, skills and education.
