The Boeing CompanyThe Boeing Test & Evaluation (BT&E) organization is seeking a Facilities Project Administrator to join our team at Eglin Airforce Base, FL. The selected candidate will be responsible for performing a wide variety of support tasks to aid on-site engineering teams perform systems development and test activities.
The position will manage and maintain all local facility infrastructure, safety, environmental, FOD, tool control, HAZMAT, vehicle pool, regulation compliance, and sustainment needs of the entire hangar/ building and occupants in support of the F-15 Base Support Contract. This role requires specific knowledge, certifications, authorizations, and multiple proprietary level security clearances. The position combines many different roles and requires a person who is able to be very flexible and responsive as needs evolve and change. The role also requires very strong customer interface and mission first focus.
An ability to proactively and comprehensively review a multitude of regulations, work guides, and instructions will be mandatory for success. The successful candidate will have intimate knowledge of USAF operational regulations, USAF Civil Engineering processes, OHSA requirements & standards, Environmental requirements & standards, Boeing guidelines, both USAF and Boeing tool/FOD control compliance requirements. Strong interpersonal skills and large amounts of personal responsibility will be required daily to plan, communicate, coordinate, and execute complex facility support activities. This will include using your personal experience and technical knowledge to perform troubleshooting and root-cause analysis to identify sources and corrections for facility problems. Direct and frequent interaction across multiple engineering groups, site manager, lab manager, project managers, USAF and Boeing leaders, technical teams, and U.S Government groups will be required. This position will require working closely with local Eglin USAF/government personnel to assist with questions, submit requests, and coordinate project activities.

Position Responsibilities:
Function as designated Building Focal/Facility Custodian on behalf of 96TW: perform & document daily/weekly/monthly facility inspections, coordinate general maintenance needs, and coordinate sustainment/operational availability and functionality of all facility systems: building HVAC and chiller plant, water & sewer, roof and rain water drainage, hangar bays/floors/doors, building fire suppression systems/ extinguishers/alarms, security systems & alarms, animal control, building electrical & lighting, building compressed air supply system, building lightening protection system, aircraft and facility ground points, parking lots and sidewalks, equipment lift/elevator, doors and locks, facility key control, office space configuration design & furniture setup. Will also require regular coordination and communication of facility issues/planned actions with site management and all building resident organizations
Facility Repair and Construction coordination: Position will require submitting work orders/request tickets to USAF base Civil Engineer (CE) for infrastructure repairs and/or upgrades; coordinating project planning, reviewing action plans, assessing impacts/risks, and providing inputs back to CE; coordinating and monitoring progress of contractor work while in-progress. Researching and reviewing historical information documenting facility structure and internal systems, as well as, providing recommendations to CE regarding contraction projects/facility changes. Position will require reading and interpreting Facility Construction Designs/Drawing, reading and interpreting wiring schematics, and creating to scale floor plan designs
Space Allocation Management: participation and coordination of facility office and work space planning with base 96TW Space Allocation board to retain/request changes regarding office and lab space needs in support of the on-site flight test and lab test engineering activities. Will also require management, inspections, and placement/movement of CONEX/mobile shipping containers used for local facility storage
Property Loading/Offloading: position will require occasionally operating a forklift to load/unload equipment and shipments from tractor trailers and delivery vehicles; and repositioning of existing equipment in the building
Safety Program Management (Public Access Defibrillator coordinator, Bloodborne Pathogens, Crane Equipment, Electrical Safety, Ergonomics, Explosive Safety, Fall Protection to include biennial recertification to function as a Fall Protection Competent Person, Hazard Communication, Hearing Conservation, Hazardous Energy Controls, Material Handling, Personal Protective Equipment coordinator, first aid supplies management, eye wash station inspections and refresh, OSHA and Workers Comp compliance to include injury/hazard submissions and actions (using the Boeing Enablon reporting system), safety communications and local operating procedures, emergency and disaster prep/recovery plans
Environmental Management/Compliance (Air Quality, Energy Conservation, Recycling, RCRA/Hazardous Waste, Stormwater)
Site training focal (manage/coordinate/track all USAF required training required by on-site employees, administer local CPR/AED and self-aid buddy care programs, and monitor Boeing Environmental Health & Safety requirements)
Local Boeing Tool Control program management and FOD program management (using TCMax to issue/receive tools, track/replace missing removed tools, perform kit inspections)
Vehicle Fleet management (inspections, maintenance and repair coordination/purchase order requests, wash, fueling, flightline tags/permits, state registrations/tags); site Flightline Driver program management and training
Basic Qualifications (Required Skills/Experience):
Experience with Microsoft Office: Word, Excel, PowerPoint and Visio
Experience reading and interpreting Facility Construction Designs/Drawings
Experience creating to scale floor plan designs
Experience/understanding of common facility-level electrical power systems, including 400Hz: wiring gauges, circuit breaker requirements, loads/capacity, arc flash safety.
Experience managing HAZMAT satellite collection points, control, reading and understanding Safety Data Sheets, storage, and dissemination point logs/controls
Forklift Operator experience >15,000 lbs
Preferred Qualifications (Desired Skills/Experience):
3 or more years’ related work experience or an equivalent combination of education and experience
Experience in a variety of hands-on facility management/administration roles
Experience with USAF Management Information Systems: Airfield Driving, Integrate Maintenance Data System, MyLearning, TCMax, TRIRIGA, Enterprise Environmental Safety and Occupational Health (EESOH-MIS), Surface Coating Management System
