Northrop Grumman, Propulsion Systems, is currently seeking a Test Engineering Manager 3 to provide leadership to our team at our Promontory, UT facility for the TRO Value Stream. In this position, the manager would lead a team of managers and engineers to perform safe, quality test and research operations.

Role description & Responsibilities:

Under the direction of the Test and Research Operations Director, this Sr. Engineering Manager position is responsible for ensuring test efforts are completed in a way that emphasizes safety and quality while meeting multiple programmatic requirements, goals and schedules. Functional management involves, but is not limited to, organizational administrative activities and helping employees’ performance and career development through guidance and training. The Engineering Sr. Manager will also help solve technical problems, manage schedules and workloads, and aid in project management, as necessary.

Works closely with the functional organizations (e.g. design, S&MA, process engineering, supply chain and operations) and other areas of TRO (test systems engineering, tooling, quality, safety, test operations) to manage workloads, workflows, and perform testing. Hires, onboards, and trains new engineers. Continuously improves processes, procedures, and leads cultural initiatives. Prioritizes safety and quality while meeting programmatic goals. Manages resources and people to balance workloads between Small & Medium Motor Test Engineering and Large Motor/Hydrotest Engineering.

The Senior Test Engineering Manager’s responsibilities include:

  • Safety of personnel, facilities and product through all testing efforts

  • Developing, communicating and implementing strategic vision, strategy, goals and metrics to achieve business objectives for safety, quality, customer satisfaction, schedule, cost, and continuous improvement.

  • Represent and communicate TRO technical capabilities and technologies to internal and external customers.

  • Owning functional and technical leadership for a team of ~40 Engineers, VSET Leads, and Managers, including a team of ~15 direct reports

  • Owning Test Engineer and VSET Lead hiring, onboarding, training, performance management, and development

  • Ensuring strong and open relationships with senior leadership, employees, and other technical organizations including other groups in Process Engineering, Operations, Tooling & Facilities, S&MA, Science and Engineering, and Program Management.

  • Providing technical leadership to the team and ensuring proper engineering processes and procedures are followed.

  • Ensuring leadership and key subject matter expert succession plans are in place and being proactive by coaching and mentoring key talent to assume increased responsibilities

  • Communicating with internal and external customers and other functional support groups, evaluating and acting on escalations in a timely manner

  • Evaluating and adjusting workloads across three facilities: Promontory, Clearfield, Copper Crossing, creating and maintaining staffing plans

  • Leading Cause and Corrective Action investigations, championing Continuous Improvements, and prioritizing retention

  • Accountable to stakeholders and program managers for status updates, issue resolution, and overall engineering execution.

  • Identify critical skill shortfalls and develop training to improve team performance and ability

  • Working to maintain and improve the culture of the TRO team, always looking for ways to improve the Test Engineer work experience

Minimum Requirements:

  • Bachelor’s degree in science, engineering, or technical discipline with 8 years of experience in an aerospace manufacturing/engineering environment.

  • Demonstrated experience leading and building engineering teams.

  • Demonstrated ability to effectively communicate with all levels of Operations, Program Management, Engineering, S&MA, functional organizations, and all other business personnel.

  • Demonstrated leadership abilities, including the ability to coach, develop and mentor others.

  • Broad understanding of NG command media, including the importance for compliance.

  • Experience with resource planning and managing to a budget.

  • Outstanding communication skills and use of M365 suite.

  • Experience with employee hiring and work allocation, performance evaluation, improvement plans, employee career development, interpersonal problem solving, etc.

  • Ability to acquire a Secret security clearance.

  • Travel expectation of 1% – 5%.

Preferred Requirements:

  • Demonstrated successful employee leadership experience – including experience managing large scale organizations of 20 or more individuals

  • Experience working government and commercial programs

  • Experience with MRP demand-driven operations management systems (Costpoint, SAP, etc.) 

  • LEAN manufacturing and process improvement experience

  • Experience in implementing affordability initiatives that improve product quality, drive down overall cost, and/or improve schedule

  • Experience in supporting Root Cause & Corrective Action analysis using multiple methods such as fault trees, Kepner Trego analysis, 5 Why’s, etc.

  • Graduate degree (MS, MBA, PhD) in engineering or related technical discipline

  • Hands-on experience developing and managing budgets with fluency in earned value management and proven history of effectively managing the budget for an organization.

  • Excellent written and oral communication skills, with the ability to present and communicate with a broad range of audiences (operators, department leaders, and customers).

  • Interpersonal skills and organizational savvy to ensure success:  easily relate well to a wide variety of diverse styles, build diverse networks, be quick to find common ground, and collaborate well with others

  • Excellent time management and organizational skills

  • Detail-oriented but able to understand the big picture

  • Demonstrated critical problem-solving skills

  • Assertive work ethic, sets a strong leadership example

Salary Range: $161,500.00 - $242,300.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
