The Programmes in Preparation and Development Department (PRD) manages the development of next-generation mandatory programmes in various phases of development in addition to other activities. This includes the EUMETSAT Polar System Second Generation (EPS-SG), Meteosat Third Generation (MTG), current and future Altimetry Missions (Jason-CS and others), Small Satellites & Constellations, and other Sentinel missions.

Within the Programme Management Office (PMO) of the Programmes in Preparation and Development Department (PRD), the management of the portfolio of programmes under development by EUMETSAT is becoming increasingly complex with a mix of current and next-generation mandatory programmes in various phases of development in addition to other activities.

This Programme Management Engineer supports risk management within PRD and liaises with other EUMETSAT departments in order to address continuous risk burndown and mitigation actions and changes to be implemented in PRD’s and the EUMETSAT Corporate Risk Management System. In particular, this will focus on processes dedicated to continuous improvement, lessons learned and the implementation of good practices and opportunities, risks and threats.

Duties

  • Manage & improve risk management process within PRD and provide appropriate liaison with the organisation layer, in coordination with the Director of PRD (D/PRD) and the Corporate Risk Officer (CRO);
  • Manage the risk management related activities at PRD level, including coordination and integration of programme level risks management activities;
  • Support D/PRD and the PMO in the coordination of risks at organisational level which have impacts on the PRD department;
  • Provide support, in cooperation with CRO, to the preparation of relevant organisational level meetings;
  • Maintain & improve change management and continuous improvement processes applicable within the department;
  • Manage the activities pertaining to changes and improvements within the department, including also the delivery of department events/activities, coordination with PRD management, personnel and external experts;
  • Liaise regularly with quality assurance function to ensure consistent interface between lessons’ learned processes at organisational and department level and change management at the department level;
  • Procure and manage the services for programme management support and continuous improvement at the department and programmatic level.

Skills and Experience

  • Proven experience in programme/project management preferably in the frame of space-sector development programmes, or other large-scale technology-intensive development programmes;
  • Proven experience in risks & opportunities management processes and methods definition, implementation and improvement;
  • Knowledge and experience in change management and continuous improvement; familiarity with PDCA or similar is a strong advantage;
  • Familiarity with the standards and processes of space-sector development programmes, or similar level standards (i.e. aerospace, military);
  • Proven ability to understand, synthesise, and report on complex technical and programmatic issues and appreciate conflicting interests;
  • Excellent interpersonal and facilitation skills including visualisation with proven experience to apply these to the interactions with teams having different or conflicting interests;
  • Proven ability to solve problems proactively and independently, as well as having an achievement orientation;
  • Demonstrated orientation to continuous learning, innovation and improvement;
  • Proficient with MS Office suite; experience with Risk Management tools as well as Atlassian suite are an asset.

Employment Conditions

The initial contract will be of 4 years’ duration, with subsequent 5 year contracts being awarded thereafter, subject to individual performance and organisation requirements. There is no limit to the amount of follow-up contracts a staff member can receive up to the EUMETSAT retirement age of 63 and there are certainly opportunities to establish a long career perspective at EUMETSAT. This post is graded A2/A4 on the EUMETSAT salary scales. The minimum basic salary for this post is EURO 7,340 per month (net of internal tax but excluding pension contribution and insurances) which may be negotiable on the basis of skills and experience. The salary scale provides for increments on the anniversary of taking up employment, and scales are reviewed by the EUMETSAT Council with effect from 1 January each year.
