Description
The Directorate of Human and Robotic Exploration Programmes (D/HRE) is a programme directorate within the ESA matrix structure. Through a partnership between humans and robots, the Directorate is dedicated to exploring destinations in space where humans are already living and working – or will live and work in the future – for the purpose of scientific research, economic development, international cooperation and public inspiration.
Reporting to the Commercialisation and Innovation Team Leader, you will be responsible for the stimulation and technical management of industrial utilisation of human and automated infrastructures in low-Earth orbit.
You will liaise closely with the LEO Services Group (HRE-O), the Chief Exploration Scientist (HRE-S) and the European and International Stakeholder Relations Team, the Studies and Technology (ExPeRT) Team (HRE-FE) and relevant experts in the Directorates of Commercialisation, Industry and Competitiveness (D/CIC), Technology, Engineering and Quality (D/TEC) and Space Transportation (D/STS).
Duties
Your tasks and responsibilities will include:
- industrial utilisation management:
- Managing the implementation of industrially-driven and co-funded utilisation projects using ISS and/or future human or automated LEO infrastructures and services;
- Implementing the process for evaluating commercial activity proposals (ProCeCA) and reporting the outcome to the Utilisation Implementation Board;
- Developing, in close coordination with the Chief Exploration Scientist, new commercial partnerships and managing established commercial partnerships relating to focused science for exploration and the utilisation of human and automated LEO infrastructures and developing new exploration capabilities in fields such as crew health and performance or habitation;
- Developing and managing contracts with Third Parties relating to the utilisation of ESA services provided in support of industrial utilisation of human and automated LEO infrastructures;
- Managing the implementation of selected requests for information, calls for ideas and invitations to tenders relating to industrial LEO services and utilisation;
- Developing regular internal status reports with emphasis on cost, schedule and risk management reporting, including the Annual Report on E3P Commercial Activities for the ESA Programme Board for Human Spaceflight, Microgravity and Exploration (PB-HME).
- business development:
- Supporting selected assessments of markets enabled by the utilisation of automated and human LEO infrastructures;
- Supporting the promotion of industrial utilisation opportunities by maintaining the ESA Business in Space Growth Network Web Portal, developing content for digital marketing campaigns and supporting the delivery of community engagement events;
- Managing the delivery of innovation challenges aimed at stimulating industrial utilisation of human and automated LEO infrastructures and services;
- Stimulating the development of new industrial utilisation capabilities and services on human and automated LEO platforms and managing contracts and acceleration initiatives aimed at demonstrating new capabilities and services in close coordination with D/TEC and D/STS;
- Supporting the commercial scaling of industrial utilisation in close coordination with relevant experts from D/CIC;
- Supporting the assessment of business models and plans for industrially-driven projects.

Education
A master’s degree in a relevant domain is required for this post.

In principle, recruitment will be within the advertised grade band (A2-A4). However, if the selected candidate has less than four years of relevant professional experience following the completion of the master’s degree, the position may be filled at A1 level.

During the recruitment process, the Agency may request applicants to undergo selection tests. Additionally, successful candidates will need to undergo basic screening before appointment, which will be conducted by an external background screening service, in compliance with the European Space Agency's security procedures.
