Position Summary

The Quality Manager 3 is responsible for the entire Quality function at the Mission Enabling Products Structures operating unit in San Diego, CA and reports to the Site Director.  The Quality Manager is responsible for leading teams of Quality Engineers and Quality Inspectors who together support the design, manufacture and test of advanced composite structures for space and aerospace applications including optical benches, telescopes, bus structures, solar array substrates, missiles and radomes.  The Quality Manager is responsible for maintaining a robust Quality Management System including certifications for both AS9100 and NADCAP processes.

Primary Responsibilities

Leadership

  • Communicate, manage and achieve site/business unit strategic and tactical objectives as they relate to the Quality function

  • Promote a culture of continuous improvement, inclusive teamwork and disciplined root cause problem solving

  • Provide cross-functional leadership by facilitating collaboration between various departments, including Engineering, Operations and Program Management.  Engage directly to find real-time solutions to internal constraints and manage/mitigate risks to external customer needs

  • Proactively strengthen the Quality teams through the performance management process, including individual and group goal setting, coaching and personnel development

  • Ensure succession plans are in place and be proactive in mentoring key talent to assume increased levels of responsibility

Execution

  • Accountable for meeting or exceeding the safety, quality, delivery and cost expectations for internal and external customers of both the Quality Engineering and Quality Inspection teams through the development and disciplined execution of standard business processes.  Communicate/escalate key issues upward to site leadership and downward into the organization as required.

  • Lead the Quality Engineering and Quality Inspection teams in providing products and services to their customers that address all quality requirements flowed via contracts, statements of work, drawings, specifications, etc

    • Quality Engineering: program quality plans, review and approval of Manufacturing Work Instructions, review and approval of purchase requisitions, processing of quality non-conformances, preparation and submittal of end item data packages, etc

    • Quality Inspection: performing mechanical dimensional inspections (receiving, in-process, final) via manual and automated methods, non-destructive inspections, first article inspections, outside supplier source inspections, equipment calibrations, etc

  • Proactively strengthen the teams through the performance management process, including individual and group goal setting, coaching and personnel development.  Ensure succession plans are in place and be proactive in mentoring key talent to assume increased levels of responsibility

  • Accountable for maintenance and continuous improvement of the Quality Management System including AS9100 and NADCAP certifications.  This also includes leadership and execution of our Supplier Quality Management, Procurement Quality Board, Corrective Action Board, Material Review Board and internal audit processes.

  • Responsible to ensure the Cost of Poor Quality (CoPQ) process captures and reports data, facilitates a process for determining root causes and implements corrective actions in compliance to business unit and operating unit standards.       

  • Own, execute and continuously improve Daily Management processes (shift start-ups, DMR room, Gemba walks) within the Quality function.  Ensure consistent and effective hand-offs through product value stream and process center areas.

  • Collect, analyze and report metrics / key performance indicators (first pass yield, queue times, etc) and then take appropriate action to mitigate risks and improve team performance. 

  • Ensure financial operating integrity by supporting financial planning, budgeting and forecasting for proposals and awarded contracts (budgets, direct labor yield, overhead rates, etc)

  • Advocate a safe, secure and ethical working environment that maintains compliance with federal, state and local government regulations

Basic Qualifications

  • Bachelor's degree with 9 years' relevant experience: OR 7 years' relevant experience with a Master's degree; engineering or quality disciplines preferred

  • Relevant work experience should also include:

    • conducting or managing internal audits

    • aerospace industry experience

    • knowledge of mechanical and non-destructive inspection techniques

    • knowledge of engineering GD&T principles

  • 5+ years of experience managing other managers, direct reports, and teams

  • Strong knowledge and experience with Quality Management Systems (AS9100, ISO 9001, NADCAP and government standards) and Certifications

  • Training and successful application of lean principles required including root cause corrective action (RCCA) tools and processes.  Train the trainer experience preferred.

  • Expertise in MS Office (Word, Excel, PowerPoint) required; proficiency in TipQA, ERP (Costpoint), CAD/PLM (NX/TeamCenter) and MES (Solumina) systems preferred

  • Ability to successfully engage at all levels of the organization, from the shop floor to executive leadership, to provide solutions and coach and mentor others in the use of quality principles and practices

  • Strong passion and relentless drive for achieving results in a fast-paced aerospace engineering and manufacturing environment

  • Excellent oral and written communication, data analysis and problem solving skills

Preferred Qualifications

  • Knowledge of advanced composites engineering and manufacturing processes

  • Experience with Supplier Quality and Performance Management

  • Planning and budgeting experience

Salary Range: $154,600.00 - $231,800.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
