As a Program Control Manager - Manager Level 2 (Mid-Level Manager), located in Dulles, VA you'll be a linchpin in missions of paramount importance, defining the art of the possible from day one. #definingpossible
Our Program Control Manager 2 will have oversight for all product line related business management activities, including partnering with the product line Director and Operating Unit leadership to ensure organizational financial goals are achieved, superior program performance objectives are met and the customer’s mission is achieved.
Your Mission, Should You Choose to Accept:
- Sets up cost control system, monitors and controls costs and schedules on contracts requiring validated cost schedule control system.
- Leading all aspects of business management and financial execution objectives to encompass improved cash flows, Bid and Proposal Support, contracts engagement, and preparing business cases for company investment.
- Performs analyses and prepares reports in order to ensure that contracts are within negotiated and agreed-upon parameters and government cost control guidelines.
- Prepares budgets and schedules for contract work and performs and/or assists in financial analyses such as funding profiles, sales outlook, and variance analysis.
- Prepares program plans to ensure program requirements and statement of work are captured and scheduled.
- Performs schedule risk assessments to identify and mitigate program cost and scheduling risks.
- Ensures adequate funding availability by maintaining accurate records of expenditures, directing preparation of expenditure projections, and submitting timely requests for additional funding to the government.
- Ensuring the portfolio is adhering to company standards, processes, and policies regarding financial controls
- Incorporates contractual changes into control systems by staying aware of outstanding work against each contract in order to maintain realistic contract cost and schedule baselines.

Your Expertise - Required Qualifications:
- Bachelor’s degree with 8+ years of professional experience – OR – Master’s degree with 6+ years of professional experience
- Will consider an additional 4+ years of experience in lieu of degree
- Earned Value Management (EVM) experience
- Financial analysis experience
- Leadership experience
- Experience with MS Office Suite, including MS Excel
- Requires an active U.S. Government DoD Top-Secret security clearance at time of application, current and within scope, with the ability to obtain and maintain SCI approval/access
What Sets You Apart:
- People management experience
- Proposal development, strategy development or estimating and negotiation experience
- Experience with Cognos Financial Forecasting System, Cobra Earned Value Management or SAP
- Experience in a federal contracting environment, that includes FAR/DFAR or other government regulations

Salary Range: $142,200.00 - $213,400.00The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.The application period for the job is estimated to be 20 days from the job posting date.
