The Northrop Grumman Space Systems Sector in Baltimore, MD has an immediate opening in the Remote Sensing Programs (RSP) Business Unit for in the Payload and Ground Systems Division (PGSD) for a Director of Programs 1.  This P/L Lead role is to lead and execute the development of a new space payload system and associated interfaces that include space craft, communications and mission unique elements of the ground. The selected candidate will report to the Director of the Passive Sensor Programs Operating Unit (OU) and serve as a key member of the OU leadership team. The successful candidate will lead the execution of the current contract through delivery, lead the proposal and negotiation of follow-on portions of the contract, and strategically position Northrop Grumman to have continued business opportunities in this mission area.

This position requires a comprehensive understanding of managing large programs in a restricted access program environment. The position also requires proven program management skills, strategic planning and business execution capabilities, as well as the ability to work collaboratively across a large corporate enterprise. The selected individual must be able to interact with and influence executive level management and communicate effectively with both oral and written presentations. Program Directors are responsible for coordination and management of all phases of program execution, from inception through completion.

Responsibilities may include but are not limited to:

  • Lead the program team to manage all elements of payload production test and delivery.

  • Manage program schedule and budgets, support earned value planning and reporting.

  • Ensure all projects are delivered on time, to budget and to the required quality standard. This includes detailed project planning and control, managing project scope and change control, and escalating issues where necessary.

  • Coordinate with the NGMS manufacturing organization to ensure planning and resource allocations are in place to support the program objectives.

  • Manage and coordinate the program global supply chain team to ensure efficient execution, timely problem resolution with suppliers and development of sourcing strategies to improve program performance.

  • Coordinate with BU level Operations Team on cross program coordination and capital project planning and execution.

  • Manage and monitor the working of the various functional organizations supporting the program.

  • Provide program status briefings to OU, BU and Division management and be the primary focal for Program status to our customer.

  • Identify opportunities to improve operational efficiency, implement optimal solutions and define end-to-end manufacturing, integration & test strategies and facilities.

  • Partner with business development and business management to maximize investments to develop growth opportunities.

  • Closely coordinates with Quality and Mission Engineering, Security, IT and Facilities to ensure efficient support of the program.

Basic Qualifications:

  • Bachelor's degree with a minimum of 10 years of experience in a manufacturing, engineering, operations or program environment is required.

  • 5 or more years of program management experience.

  • Experience with managing large teams with various focus areas

  • Proven communication skills both verbal and written

  • Must have an active U.S. Government DoD Top Secret security clearance at time of application, current and within scope, with the ability to obtain and maintain SCI approval/access.

  • Understanding of technical, cost, schedule impacts on a program and be able to adjudicate at reviews, ECP signoffs, and assess the technical impacts

  • Working knowledge of financial management including projects, process control and budgets

  • Understanding of business development and capture strategies

Preferred Qualifications:

  • Demonstrated ability to lead a large, geographically diverse organization

  • Prior Space Development and Production Experience or knowledge of space systems development best practices

  • Experience product transition from development to production methodology and implementation

  • Experience in organizational effectiveness and operations implementing best practices

  • Work that crosses typical organizational, site, sector boundaries and that consolidates, transfers manufacturing operations

  • Excels at operating at a fast pace, diverse environment

  • Open to direction and collaborative work style; commitment to get the job completed

Salary Range: $207,400.00 - $311,000.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
