The Payload and Ground Systems Division at Northrop Grumman Space Systems (NGSS) is seeking a highly skilled and motivated Ground Segment Cyber Lead in support of the Protected Tactical SATCOM – Resilient (PTS) program. Built in partnership with the U.S. Space Force’s Space Systems Command, the company’s PTS-R system will deliver a modular, flexible and scalable system that offers a path toward fielding a next-generation anti-jam, protected tactical satellite communications architecture. Northrop Grumman’s system provides a tailor-made dependable communications pathway for each user capable of fighting through adversaries’ attempts to disrupt connections. The position will be 100% on site in Redondo Beach, CA.
The ideal candidate will have proven experience in achieving Interim Authority to Test (IATT) and Authority to Operate (ATO) for ground systems, as well as expertise in establishing Interconnection Security Agreements (ISAs) with external stakeholders. This role requires deep technical knowledge, strong leadership skills, and the ability to navigate complex cybersecurity accreditation processes.
What You’ll Get To Do:
The Ground Segment (GS) Cyber Systems Engineer Lead will be responsible for ensuring that the ground systems, including networks, mission operations, and communication infrastructure, are secure, resilient and compliant with applicable standards. This role combines leadership, technical expertise, and strategic vision to manage and enhance the security posture of ground segment operations. The GS Cyber Systems Engineer Lead defines, documents, and plans the management of information assurance (IA) or cyber security engineering including Risk Management Framework (RMF) compliance, security controls traceability and decomposition, security architecture and design, analysis of Security Technical Implementation Guidelines (STIG) mapping. The GS Cyber Systems Engineer Lead directs Cyber Security engineers to implement, upgrade, and document the planned phased approach for STIGs and quarterly assessments of security controls. The GS Cyber Systems Engineer Lead will lead a DevSecOps process for the development, test & integration, and deployment of hardened environments to the customer

Roles & Responsibilities:
- Have fundamental knowledge of Systems Engineering practices, network technologies, system development life cycles and methodologies, and insight into information technology infrastructure management/monitoring and applications
- Understand how their tasks fit within the overall program operational objectives and perform their work, accordingly, have strong verbal/written communication skills, the ability to work well within a team environment, and strong analytical capabilities with the interest in applying troubleshooting skills and techniques to solve problems.
- Develop and document technical standard operating processes and procedures as needed
- Participate in team reviews of technical requirements, design and implementation plans prior to deployment
- Recommend and implement system enhancements that will improve the performance, reliability, and security of the system including installing, upgrading, monitoring, problem resolution, and configuration
- Ensure systems are operated, maintained, and disposed of in accordance with internal security policies and practices outlined in the security plan
- Provide analysis, design, development, implementation and security assessments to ensure compliance with National Institute of Standards and Technology (NIST) Special Publication (SP) 800-53, CNSSI 1253, and DoD RMF Knowledge Service guidance.
- Serve as a Cyber Security engineer (ISSE) supporting high-level technical and practical expertise
- Apply Cyber Security technologies, including EMSEC, and OPSEC, computer systems, digital communications systems, network protocols, computer architectures, and computer security penetration tools and techniques
- Apply analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of Cyber Security implementation
- Support the continuous assessment of IA Control compliance for the program
- Creates milestones, metrics and monitors adherence to software plans and schedules, identifies problems and obtains solutions, such as allocation of resources or adapting to changing contractual specifications.
- Leads the documentation contributions of others assigned to the program from technical, support, and administrative areas
Basic Qualifications
- Active DoD Secret at time of application
- 12 years of relevant experience with a Bachelor's degree; 10 years of relevant experience with a Masters' degree; 8 years of relevant experience with a PhD
- Proven experience with DoDI 8500 Risk Management Framework (RMF) and NIST800-53
- Strong understanding of systems engineering and cybersecurity fundamentals
- Experience in developing and maintaining security documentation, including SSPs, SARs, and POA&Ms
- Knowledge of security tools and technologies, such as vulnerability scanners, intrusion detection systems and endpoint protection
- Familiarity with system architectures, networking, and operating systems.
- Excellent analytical, problem solving and communications skills
- Familiarity obtaining IATT ATO, exercising continuous monitoring on Ground System, inclusive of test asset (mission ops center network, remote terminal network)
- Experience with establishing ISA between external stakeholders and coordinating with customer stakeholders
- Certification such as CISSP, CAP, CEH and Sec+ Certification
Preferred Qualifications
- Experience with continuous monitoring tools and processes
- Familiarity with cloud security and virtualization technologies
- Knowledge of DevSecOps practices and secure software development lifecycle (SDLC)\
- Experience working with federal agencies or Department of Defense (DoD) systems.
- Familiarity with CommSec and TransSec architectures
- Experience with cybersecurity assessment events (CVI, MRAP-C, CTT etc.)
- TS/SCI Clearance
