Duties
- Lead a high performing team in budget, acquisition, program management related services, and contract related activities in support of Exploration Research and Technology programs/projects.
- Serve as a key member of the leadership team with the ability to effectively communicate the organization's business objectives and priorities, while advocating needs to stakeholders.
- Provide business-related direction and guidance to branch members, as well as across programs and divisions supported.
- Provide expertise in technical resource management, including annual program planning and budget execution analysis, earned value management analysis, schedule risk analysis, quantitative risk analysis, and acquisition strategies.
- Provide strategic guidance and expertise to other elements of the organization in crafting policies that enhance the business management of contracts, ensuring alignment with technical performance objectives.
- Define jobs, selects employees, and assigns work; define technical work requirements and milestones; evaluate the organization and employee accomplishments by accepting or rejecting work products.
- Develop long-range program planning and control systems for resource/schedule plans and integrated cost/schedule status systems, performance measurement, and contracting options and scenarios.
- Perform a full range of supervisory duties which includes assigning and evaluating work; recommending personnel actions; taking disciplinary actions; and identifying training needs and developing employees.

- Current Federal employees must meet qualifications, time in grade, and 90 days after competitive appointment requirements by the closing date of the announcement.

- This position may require a one-year supervisory probationary period.
- If the individual selected is currently at the GS-15 grade level, they will be detailed at their current grade and step. If the individual is a current GS-14 they will be temporarily promoted to the GS-15 level.
Qualifications
To qualify for GS-15, you must have one year of directly related specialized experience equivalent to the GS-14 level:
- Leading business management activities for aerospace research and/or technology programs (e.g., analyzing and planning long-range resource requirements, scheduling, budgeting, program allocations, contracting options and scenarios, etc.);
- Identifying resources and/or strategic objectives to support long-term mission plans or Center-wide program or projects;
- Leading budget or financial management activities to include providing input on Planning, Programming, Budgeting, and Execution (PPBE) processes.
